戰國 齊의 縣 설치 구상과 그 성격

국문 초록

본고에서는 銀雀山漢簡 13편의 분석을 중심으로 전국시대 齊의 縣 설치와 그 설계 구상을 살펴보았다. 13편에서는 縣의 설치 조건으로 토지, 식량 생산 그리고 수용 가능 인구를 들고 있으며 이들 간의 조화를 중시하였다. 縣의 규모에 따른 표준 기준을 제시하고 있으며, 이에 따른 授田量과 租稅額을 조정하고 있다. 또한 市를 통한 상업의 활성화와 더불어 庫를 중심으로 한 兵器 생산을 강조하고 있는데, 이와 동시에 市에 대한 관부의 엄격한 통제와 생산 병기의 품질과 보관에 대한 철저한 관리 그리고 국가적 전략 물자에 대한 중앙정부의 직접적인 통제를 규정함으로써 상공업의 자유로운 발전이 아니라 국가 주도의 발전 계획을 수립하고 있었다. 13편에서 구상하는 齊縣은 秦縣과 비교하여 縣의 규모 설정, 授田制의 실시와 이에 상응한 租稅, 縣의 경제적･군사적 기능을 중시했다는 점에서 매우 유사한 모습을 보여준다. 다만 齊에서는 郡에 대한 언급이 없다거나, 市에 대한 긍정적 인식 등은 兩者간에 일정한 차이를 보여준다. 三晋의 병기 생산 체계를 비교해보면, 縣 중심의 병기 생산이라는 점에서 공통되지만, 출토된 병기 명문을 살펴보면 전국 齊에서 중앙집권적인 생산 관리는 이뤄지지 않았던 것 같다. 이는 당시 縣의 일정한 자립성을 반증하는 것인데, 이에 대한 대책으로서 13편에서는 嗇夫를 중심으로 중앙집권적인 관료제 통치를 시도했던 것으로 이해할 수 있다.

영문 초록

In this paper, focused on the analysis of the 13 chapters in Yinqueshan Bamboo slips, examined the design of the Qi prefecture(齊縣) in the Warring State Era. As conditions for the installation of prefecture, 13 chapters emphasized land, food production, an acceptable population and harmony among them. Standards are proposed according to the scale of the prefecture, and the Land distribution and Tax payment are adjusted accordingly. In addition, the emphasis is placed on the promotion of commercialization through the market, as well as the production of weapon in the warehouse of prefecture. At the same time, regulated the government s strict control over the market, strict control over the quality and storage of production weapons, and the central government s control over national strategic materials. By stipulating direct control, it was establishing a state-led development plan rather than free development of commerce and industry. Qi prefecture envisioned in 13chapters shows a very similar aspect in that it emphasizes the scale of prefecrture, the implementation of Land distribution, and the economic and military functions of prefecture as compared with Qin prefecture(秦縣). However, there is no mention of county in 13chapters, and positive perception of market shows a certain difference between them. When comparing the production system of Three Jin(三晋) s weapons, it is common in that they are the production of weapons centered on prefecture. This is a demonstration of the independence of prefecture at the time, and as a countermeasure to this, it can be understood that the 13chapters attempted to rule the centralized bureaucracy.
