국문 초록

본 연구의 목적은 외환위기 이후 강도 높게 추진된 부채비율 축소 정책이 실제로 한국 기업의 부채구조와 그 결정요인에 어떤 변화를 주었는지 분석하는 것이다. 분석결과, 기업의 부채비율 축소를 위한 정부의 노력이 외형적으로는 소기의 성과를 거두었으나 자산재평가, 계열사간 출자 등의 효과가 상당부분 기여함으로써 실질적인 기업 재무구조 개선 효과는 크지 않았다고 평가된다. 따라서 부채구조의 결정요인도 외환위기를 전후로 큰 변화가 없었던 것으로 나타났다.

영문 초록

The government of Korea urges to reduce the leverage level of private firms unanimously under 200 percent in the wake of Korean Crisis of 1997. The policy maker devised the regime and critics attacked that the policy is lacking the economic rationale. This paper aims to investigate the dynamics and determinants of debt structure of Korean companies. The evidence indicates that the leverage-reducing policy turns out to be superficially successful. Indeed, the private firms sought to fulfill the government guideline by re-valuation of fixed assets such PPE (plant, property, and equipment), by intentional boosting of the equity by seasoned equity offerings, and even by the cross equity investment among Chaebol affiliated companies. Those imply that the dynamics and determinants of debt structure of Korean companies have never been affected by the government policy before and after the Korean Crisis of 1977.
