러시아 WTO가입에 따른 우리나라 기업의 대응전략

국문 초록

풍부한 자원과 우수한 과학기술력, 거대한 내수시장을 보유한, 잠재력이 큰 동토의 제국 러시아가 빠르게 변화하고 있다. 즉, 원유, 가스, 광물 등 풍부한 에너지자원을 바탕으로 대외교역이 활성화되면서 거대한 자본이 움직이고 있다. 강력한 법, 제도 개선을 통한 사회간접자본(SOC)을 투입해 러시아 경제구조를 변화시키고 있는 것이다. 그중의 하나가 1993년부터 추진해온 WTO(세계무역기구) 가입을 19년 만에 결실을 보게 된 것이다. 2012년 7월 10일 러시아 의회는 WTO 가입 비준안을 통과시켰으며 8월 22일 공식 발효됨에 따라 156번째 WTO 회원국으로 공식 가입되었다. 세계 11위의 경제규모인 러시아가 WTO에 가입함에 따라, 러시아로 수출되는 한국산 자동차 관세가 30%에서 15%, TV부품이 10%에서 0%로, 철강제품이 20%에서 5%로 감소하는 등 러시아로 수출하는 우리나라 수출기업에게 새로운 기회의 땅이 될 전망이다. 러시아는 WTO 가입을 통해 거시경제 부문에서 투자환경 개선, 서비스산업 개방, 제조업 활성화 등 변화를 기대하고, 실물경제에는 관세율 인하, 수입가격 하락 등에 따른 수입과 소비증대를 전망하고 있으나 제조업 기반이 취약해서 한편에서는 우려의 시각도 있다. 아무튼 러시아 WTO 가입은 시장개방으로 공정성과 투명성 등이 개선되어 우리나라 기업의 대러시아 진출이 용이해질 것으로 사료되며, 특히 제조업과 기술이 강한 우리나라와 상호보완적 협력이 기대된다. 이에 본 논문은 러시아 WTO 가입 이후 무역자유화, 대외개방이 확대되는 시점에서 한국과 러시아간 새로운 경제협력시대를 준비하고, 특히 우리나라 기업의 러시아 교역의 증가가 예상되기에 진출시 대응전략을 제시하고자 한다.

영문 초록

Large tundra of the Russian Empire, has rich resources and science and technology, and a huge domestic market potential is rapidly changing. Based on the abundant energy resources such as oil, gas, and minerals, as foreign trade is active, the huge capital is moving. And commitment the active SOC by improving laws and regulations and changes in the structure of the Russian economy. One of them pushed the WTO since 1993, 19 years to see fruition join the WTO (World Trade Organization). As the official entry into force August 22, Russia, July 10, 2012, Congress passed the treaty after joining the WTO and of the 156th WTO member countries, was officially join. As the WTO, Russia has the world s 11th-largest economy in the steel tariffs from 30% to 15% are exported to Russia, South Korea Car TV parts from 10% to 0%, reduced from 20% to 5% Korean export companies to export to Russia, etc., is expected to become the new land of opportunity. Russia hopes the changes improve the investment environment, the service industry, manufacturing revitalization the macroeconomic sectors of the economy through the WTO, and forecast, but the consumption increased revenue due to tariff cuts, falling import prices and the real economy, and weak manufacturing base.
