국문 초록

본 연구의 목적은 국제수출통제체제에 따른 전략물자 CP 제도와 국제표준인 ISO 9001, KS 인증 및 ISO 19600를 비교함으로써 전략물자 CP 제도를 효율적으로 실행할 수 있는 방안을 제시하는 것이다. 국제수출통제체제 하에서 자율준수제도(전략물자 CP)와 품질경영시스템에 관한 국제표준인 ISO 9001은 제품이 아닌 경영체계의 측면에서 심사한다는 점에서 매우 유사하다. 그러므로 ISO 9001 인증을 받은 기업이 전략물자 CP로 지정될 경우 그 절차를 간소화하는 등의 특혜를 받도록 할 수 있다. 또한 준법경영시스템에 관한 국제표준인 ISO 19600과 전략물자 CP는 목적과 적용범위가 서로 다름에도 불구하고 모두 자율관리체제를 운영하는 데 필요한 기준을 제시한다. 특히, ISO 19600를 통해 운영능력을 인정해주는 자격제도를 운영할 수 있으므로, 공정거래위원회 산하 공정경쟁연합회는 이를 기반으로 컴플라이언스 경영 전문가 자격제도(공정거래 CP)를 운영하고 있다. 따라서 전략물자 수출기업의 CP 활성화를 위해 공정경쟁연합회와 MOU를 체결하여, 컴플라이언스 경영 전문가 자격검정 교육에 전략물자 교육을 추가하는 등의 협력 사업을 추진하여야 할 것이다.

영문 초록

The purpose of this study is to propose a strategy to efficiently implement the strategic trade CP system by comparing the CP system with the international standard ISO 9001, KS certification and ISO 19600. Under the international export control system, the self-compliance system (strategic trade CP) and ISO 9001, an international standard for quality management systems, are very similar in that they are examined in terms of management systems rather than products. Therefore, when an ISO 9001 certified company is designated as a strategic trade CP, it can be granted preferential treatment such as streamlining procedures. In addition, ISO 19600, the international standard for compliance management systems, and the Strategic trade CP provide the necessary standards for operating a self-regulatory system, regardless of their purpose and scope of application. In particular, since the qualification system that recognizes operational capability can be operated by ISO 19600, the Fair Competition Federation under the Fair Trade Commission operates a compliance management professional qualification system (fair trade CP) based on this. Thus, MOUs with the Fair Competition Federation should be concluded in order to activate the CP of companies exporting strategic materials, and cooperation projects such as adding strategic trade training to the compliance management professional qualification certification education should be promoted.
