국문 초록

중국 농촌토지유통시장은 상하이, 베이징, 장쑤, 저장 등 연해지역을 중심으로 빠르게 성장하고 있으며, 경제적 격차에 따른 지역별 불균형 현상이 두드러지고 있다. 주요 특징으로는 동북지역을 포함한 연해지역의 농촌토지유통규모와 비율이 높게 나타났다. 또한 노동력이 도시로 전출된 일부 지역의 농촌토지양도비율이 비교적 높게 나타났다. 분석대상인 광둥성의 경우에도 농촌토지유통규모와 비율에서 비슷한 경향이 나타났으나, 유통방식에 있어서 여타 지역과는 달리 출자방식이 주류를 이루고 있어 대조를 보이고 있다. 광둥성 소재 4개 촌에 대한 사례분석 결과 농촌토지유통시장의 빠른 성장과 함께 농민의 소득증대가 이어지고 있지만, 지방정부의 독점적 지위를 이용한 강제적인 개입이 이뤄지고 있어 농민의 권익이 침해되고 있다. 토지유통에 있어서 여전히 비규범적인 거래가 빈번하여 분쟁의 소지가 있을 것으로 평가된다. 다른 지역과는 달리, 광둥성에서는 지분출자에 의한 토지유통이 가장 큰 비중을 차지하고 있다. 하지만 토지합작사의 법률적 지위가 모호하다는 점이 향후 리스크 요인으로 대두될 것으로 전망된다. 향후 불확실성으로 인한 농촌토지유통의 거래비용을 낮추기 위해서는 민간이 주도하는 토지거래소와 같은 제도적인 뒷받침이 필요하다.

영문 초록

China’s rural land circulation market is growing rapidly in coastal areas, such as Shanghai, Beijing, Jiangsu and Zhejiang Province, and due to economic disparity, regional imbalance phenomena of rural land circulation market are becoming prominent. The main characteristics are the coastal areas including Northeast Region, the scale and proportions of rural land circulation market respectively higher. Guangdong Province also tend to be similar in scale and proportions of rural land circulation market, but shows a great contrast to the other areas in the circulation ways, prefer to be a shareholder. To conclusion, Case analysis results for four villages in Guangdong province led by increasing the income of farmers, along with the rapid growth of the rural land circulation market, but local government holds a unique position, to intervent his authority, so the interests of the farmers is being infringed. Also still have disputes frequently by non-normative deal in land circulation. Unlike other regions, the equity investment is the greatest proportion of land circulation in Guangdong province. But it is expected to land joint venture’s legal status is ambiguous points to be emerging as the future risk factors is expected. In order to reduce the transaction costs of rural land circulation due to the uncertainty in the future, need a private sector-led institutional supports such as land exchanges.
