The Economic Effect of the Korea-China FTA Using GTAP Model Analysis and Korea’s Strategy

국문 초록

1992년 한－중 수교 이후 한국과 중국의 경제 교류가 심화되자 양국은 한－중 FTA 체결에 대해 검토하기 시작하였다. 양국은 한－중 FTA 추진의 필요성에 공감하면서 먼저 민간공동연구와 산관학공동연구를 실시하였다. 본 논문은 한－중 FTA의 경제적 효과를 추정하기 위해 두 가지 시나리오를 가정해 GTAP분석을 실시하였다. 그리고 한－중 FTA의 추진 전략에 대해 검토하였다. 첫 번째 시나리오는 양국이 100% 관세 삭감을 전제로 경제적 효과를 추정하였고, 두 번째 시나리오는 양국이 각각 농업, 자동차 및 자동차 부품 등 민감한 분야를 10% 양허 제외한 것을 전제로 경제적 효과를 추정하였다. 한국은 시나리오1뿐만 아니라 시나리오2에서도 중국에 비해 더 많은 이익을 얻을 것으로 측정되었다. 한－중 FTA가 한국에게 더 많은 이익을 가져올 것으로 분석되었지만, 한국의 농산물 개방 피해가 클 것으로 예상되는 만큼 이에 대한 철저한 대비가 필요하다.

영문 초록

The trade relationship between Korea and China has been strengthened since the two countries established diplomatic relations in 1992. Both countries emphasized and initiated discussion on the necessity of launching bilateral FTA negotiations, and they conducted a joint non-governmental research and a joint industry-governmentacademia research. We assumed the two scenarios to estimate the Korea-China FTA effect using GTAP. The first scenario was measured to analyze the Korea-China FTA effect if both countries cut all the tariffs 100%. The second scenario was measured to analyze the Korea-China FTA effects if both countries cut the tariffs 90%, with the exceptions in sensitive sectors such as agriculture, automobiles and automobile parts. We confirmed Korea would gain more benefits than China in 1, 2 scenarios. Therefore, the research concludes that the Korean government needs to suggest appropriate measures in response to the expected impact of the opening of the Korean agricultural market.
