한⋅중⋅일의 비관세장벽이 3국의 무역에 미치는 영향

국문 초록

본 논문은, 한⋅중⋅일의 비관세조치가 각국의 무역에 미친 영향을 분석하기 위해 2002년부터 2013년까지의 연도별, 산업별 TBT와 SPS조치의 범위비율(비관세조치에 노출된 수입액의 비율)과 빈도지수(비관세조치에 노출된 품목수의 비율)을 계산하였다. 또한 범위비율과 빈도지수로 나타낸 TBT와 SPS조치의 강도가 한중일 3국의 무역에 미친 영향을 살펴보기 위하여 중력방정식을 이용한 실증분석을 시도하였다. 분석결과, 한⋅중⋅일 3국 모두 공통적으로 글로벌 금융위기를 기점으로 TBT와 SPS조치의 빈도지수와 범위비율이 크게 상승했음을 확인했다. 또한 여러 산업 중에서도 특히 농수산품에 대한 빈도지수와 범위비율이 높았으며, 전체적으로 중국, 일본, 한국 순으로 TBT와 SPS조치가 각국의 무역에 더 광범위한 영향을 미친 것으로 계산되었다. 또한 계산된 빈도지수와 범위비율을 이용하여 TBT와 SPS조치가 한⋅중⋅일 3국의 무역에 미친 영향을 실증분석한 결과, 각국의 TBT는 한⋅중⋅일 3국의 대세계 제조업무역에, SPS조치는 농업 무역에 부정적인 영향을 끼치는 것으로 나타난 반면 관세율은 유의한 영향을 끼치지 않는 것으로 드러났다. 한편, SPS조치는 한중일 3국의 역내무역에도 농업무역에 부정적인 영향을 끼치지만 TBT는 통계적으로 유의한 영향을 끼치지 않는 것으로 나타난다. 이는 한⋅중⋅일의 제조업 무역이 주로 중간재로 구성이 되어있기 때문인 것으로 해석된다.

영문 초록

This paper aims to assess the impact of regulatory measures on China, Japan and Korea (CJK) trade. To examine the effect of TBT and SPS measures on CJK trade, we first calculate the coverage ratio and frequency index by year and by industry for China, Japan and Korea. For all three countries, we find that the coverage ratio and frequency index of both TBT and SPS measures have increased since the Global Financial Crisis. Also, food and agricultural imports exhibit higher coverage ratio and frequency index than imports of other industries. The coverage ratio and frequency index however does not tell us in which direction and how much TBT or SPS affects trade. To examine this, we conduct an empirical study based on the calculated coverage ratio and frequency index. The empirical result tells us that TBT measures negatively affect manufacturing trade from the world to CJK, while SPS measures adversely affect food and agricultural trade. Restricting the analysis to intra-regional trade, we find that only SPS measures decrease the trade flow of food and agricultural products between countries. The effect of TBT measures on intra-regional trade turns out to be statistically insignificant possibly due to the fact that trade between the three countries mostly consists of intermediate goods trade which is less likely to be affected by TBT measures.
