덴마크의 재생에너지 법제와 정책

국문 초록

덴마크에서는 친환경정책을 고려한 에너지자급도 향상을 위한 노력을 재생에너지 활용 정책과 연결시키고 있다. 단기적인 관점에서는 시설확충 등을 위한 많은 자금이 투자되고 있지만, 장기적은 관점에서는 재생에너지정책이 결코 손해가 아니라는 점을 발생할 수 있는 이익에 대한 다각도 분석을 통해 국민을 설득하는 작업을 거치고 있다. 또한 덴마크에서는 「재생에너지촉진법」 등의 법제를 통해 재생에너지산업에 대한 지분 구매권 우선 부여 등 해당시설이 위치해 있는 지역 주민의 경제활동에 도움이 되는 방향으로 유도하면서, 발생할 수 있는 해당지역의 반대 목소리를 잠재웠다는 특징을 가지고 있다. 덴마크의 인근지역주민 발전사업 지분 소유권 제공 등의 재생에너지촉진법제 및 정책은 재생에너지산업을 유인하는 방법으로 한국에 시사점을 제공 할 수 있다. 본 논문에서는 덴마크 재생에너지 법제 및 정책분석을 수행하여 우리에게 시사점을 제시하기 위한 것으로 다음과 같은 사항을 세부적인 연구 목적으로 하였다. ① 덴마크재생에너지 관련 주요법제인 「재생에너지촉진법」검토를 통하여 법제도가 어떠한 방향으로 재생에너지산업의 발전을 돕고 있는지를 점검함으로써 비교법적 기초자료를 마련함을 목적으로 한다. ② 1970년대 국제석유파동이라는 위기가 전 세계를 강타했을 때, 덴마크 정부는 동위기가 기회가 될 수 있다는 국민적 인식과 공감대를 바탕으로 에너지 종합정책을 추진하기 시작했으며, 재생에너지정책도 포함되고 있다. 재생에너지 프로젝트에 주민참여는 덴마크 재생에너지산업의 주요 특징 중의 하나이다. 덴마크정부가 재생에너지산업에서 어떠한 방식으로 자발적으로 지역주민의 참여를 모색하였는지 법제 및 정책을 검토하고, 삼소(Samsø), 에뢰(Ærøskobing), 비데사네(Hvide Sande) 지역의 성공적인 주민 참여모델을 검토하여 재생에너지 주민참여 제도관련 연구에 필요한 비교모델을 제시하고자 한다.

영문 초록

In Denmark, efforts to improve energy self-sufficiency in relation to environmentally friendly policies are linked to renewable energy utilization policies. From a short-term viewpoint, a lot of money is being invested to expand facilities. However, from a long-term point of view, the government will be able to persuade the public through multi-angle analysis of the benefits that the renewable energy policies are not a loss. In Denmark, through legislation such as the “Promotion of Renewable Energy Act”, it has been possible to encourage the local residents to participate in these new ideologies, such as giving priority of purchasing equity in the renewable energy industry. The purpose of this article is to present the implications of the Danish renewable energy legislation and policy analysis. ① The purpose of this study is to provide a comparative basic data by examining how the legal system helps the development of the renewable energy industry by reviewing the Danish systems, including the Pro- motion of Renewable Energy Act, which is the main legislation related to renewable energy in Denmark. ② In the 1970s, when the International oil crisis hit the world, the Danish government started to pursue energy policy based on a national consensus. In many times, the crisis looked like an opportunity. Renewable energy is no exception. Promoting participations in renewable energy projects is one of the main strategies of the Danish renewable energy industry. Reviewing legislation and policies on how the Danish government helped residents to voluntarily participate in the renewable energy industry and to review the aftermath successful residents’ partici- pation model in Samsø, Ærøskobing and Hvide Sande are important to find successful models for promoting renewable energy. This research would be useful as a com- parative model for the study on the promotion of renewable energy.
