비무장지대(DMZ) 의미·위상과 활용방안 연구

국문 초록

2019년 9월 문재인대통령이 유엔총회 연설에서 한반도 정세 해결 차원에서 비무장지대를 분단과 대결의 상징에서 국제평화협력지대로 변화시키자는 제안을 하였다. 1953년 7월 정전협정에 따라 설정된 비무장지역은 남북한과 국제사회가 영향을 미치는 지역으로 그동안 평화적 이용에 관한 남북한 및 유엔사와의 협의가 있었으나, 북한의 정치 군사 우선 입장에 따라 구체적인 합의나 진전이 이루어지지 않았다. 비무장지대는 냉전구도의 산물로 변화를 위해서는 다자간 안보협력체계가 필요하며, 생태자원 보존과 관광, 평화도시 건설 등 경제적 공간이고 청소년 등 미래 세대들에 대한 교육 및 체험의 장이라는 의미가 있다. 비무장지대 평화협력은 공유하천 관리와 KEDO 사례를 감안해서 정부간 위원회와 산하에 국제기구 형태의 사무국을 두고 추진해 나가며, 평화협력 방안은 정치군사적 측면(군사보장 합의이행과 유해 발굴)과 경제적 측면(공유하천, 철도도로 연결, 공단 조성 및 관광), 자연생태 보호적 측면(생태평화공원, 세계유산 등재), 평화측면(국제기구유치, 지뢰 제거), 인문학 측면(황폐해진 심성 치유, 라키비움), 기타 단기 활용 측면(공동방역소, 이산가족 임시면회소, 의료시설, 마라톤 등)으로 검토해 볼 수 있다. 북한의 경제건설 집중 입장과 젊은 지도부와 2030세대들의 개방성으로 북한은 중국처럼 변화의 길로 나아갈 가능성이 있고 비무장지대는 베를린과 같은 평화와 번영의 무대로 변화될 수 있을 것이다.

영문 초록

On September 2019, the president of Korea Moon Jae-in proposed the Demilitarized Zone in the Korean Peninsula to change into an international peace and cooperation zone during his speech at the U.N. General Assembly. The Demilitarized Zone, which was decided under the armistice agreement in July 1953, has been an area affected by the two Koreas and the international community through discussions with the two Koreas and the UNC for peaceful use. However, no concrete agreement or progress has been made due to the North s political and military priorities. The Demilitarized Zone is a product of the Cold War structure and requires a multilateral security cooperation system. It is also an economic space between the two Koreas, including conservation of ecological resources, tourism and the construction of peace cities, and a place for education and experience for future generations such as youths. The DMZ peace cooperation is carried out with the intergovernmental committee and the secretariat of international organizations under consideration of the management of shared rivers and the KEDO case, and the economic side (shared river, railroad road links, construction and tourism), the conservation side of nature (ecological peace parks, world heritage listings), and the treatment of the international landmines. With the North s focus on economic growth and their openness in young leadership and their 20 to 30s, the North is likely to take the path of change such as China, and the Demilitarized Zone could become a place of peace and prosperity like Berlin.
