북한 ‘연방제’ 변화와 남북한 통일방안 수렴 가능성 연구

국문 초록

남북은 6·15공동선언에도 불구하고 통일방안에 대한 논의를 전혀 진전시키지 못하고 있다. 우리의 ‘한민족공동체 통일방안’ 발표 30주년 의미와 북측의 ‘전민족적인 통일방안’마련 촉구를 계기로 미래지향적인 통일방안 모색할 필요가 있다. 독일 통일 사례와 같이 통일이 역동적인 과정이라 할 수 있다. 앞으로 발전시켜 나갈 새로운 통일방안에서는 역동성과 개방성의 개념을 강조할 필요가 있다. 통일을 추구함에 있어 현재의 방식을 강하게 고집할 필요가 없는 역동적인 과정이라고 전제한다면 연방과 연합이 접점을 찾을 수 있다. 그리고 남북은 이미 연합제와 ‘낮은 단계 연방제’가 서로 공통점이 있다고 인정한 만큼 통일방안에 대한 개방성을 내용과 명칭에서 발휘할 수 있다. 북은 연합제 성격의 연방제를 표방하고 있고, 특성들을 내포하고 있다. 그러나 명칭에 대해서는 연방제를 고수하는 있는 만큼 우리가 명칭에서 역동성과 개방성의 측면에서 신중하게 논의하는 것이 필요하다. 그럼으로 통일방안 명칭을 ‘한반도 연합성 연방제 통일방안’으로의 수렴 가능성에 대한 검토를 제안한다.

영문 초록

Two Koreas have not discussed unification plan with each other to achieve a peaceful unification in spite of the 6.15 Joint Declarations, which people expected that significant improvements would be happen between South and North Korea. On occasion of the 30th anniversary of South korea’s National Community Unification and North Korea’s claim to prepare unification plan called jeonminjogjeokin tongilbangan, it is necessary for both Koreas to take advantage of this movements and to seek a compromise between South and North Korea’s Unification plan. It is said that the unification of the Korean Peninsula would be a dynamic process like the unification of Germany. The South Korean Government needs to put emphasis on dynamics and openness in the unification plan that we plan to solidify the positive cycle of inter-Korean development. Moreover, we have agreed that there is a common element between the South’s concept of a confederation and the North’s formula for a loose form of federation. It would enable two Koreas to search for the middle ground. For example, North Korea’s Democratic Federal Republic of Koryo Formula contains the nature of South’s concept of a confederation, it would be considerable to discuss on the name of unification plan in terms of dynamics and openness. I will suggest that the new name of both Korea’unified unification plan would be Combined Federal Unification Plan of the Korean Peninsula called hanbando yeonhapseong yeonbangje tongilbangan.
