국제기준에 부합하는 장애통계 생산 방안

국문 초록

본 연구는 WHO의 ICF 개념틀에 의한 장애개념의 적용과 SDGs에서 권고하고 있는 사회경제적 지위에 따른 장애분리통계를 생산하기 위한 노력의 하나로서, 국제비교를 위해 UN에서 권고하고 있는 워싱턴그룹의 장애상태 측정도구를 활용할 것을 제안하고 있다. 통계청의 인구총조사나 사회조사 등과 같이 조사 문항의 수에 제약이 있는 조사의 경우 워싱턴그룹 간이형 설문지를 적용하고, 장애인실태조사나 국민건강영양조사 등 장애나 건강 관련된 대형 조사의 경우 워싱턴그룹 확장형 설문지를 채용할 것을 제안하고 있다. 워싱턴그룹 설문지를 활용하기 위해서는 국제기준인 ICF의 장애개념을 우리나라의 통계상의 장애개념으로 받아들이고, 15종의 유형으로 이루어진 우리나라의 법정장애는 각종 급여나 서비스의 대상이 되는 등록장애인으로 구분하는 전략이 필요하다. 장애인재활협회 등 장애인단체가 중심이 되어 ICF 기반 국제기준에 부합되는 장애통계 생산을 위한 적극적인 평가 및 모니터링 활동이 요구된다.

영문 초록

This study is one of the efforts to apply disability concept of ICF framework to improve disability statistics of Korea, which could be segregated by socio-economic status recommended by SDGs. This study suggests the use of the Washington Group s disability measurement tool, recommended by the United Nations, for international comparison of the disability statistics. For surveys with a limited number of questions, such as the Population Census or Social Survey, the Washington Group Short Set is proposed. In addition, for large-scale surveys related to disability or health, such as the National Survey on Persons with Disability and the National Health and Nutrition Survey, it is suggested to adopt the Washington Group Extended Set. In order to apply the Washington Group questionnaire, the concept of ICF should be accepted as a statistical disability concept in Korea. In addition, Korea s statutory disability, which consists of 15 types, can be used to classify disabled persons who are subject to various benefits or services. Disability organizations such as the Korean society for rehabilitation of persons with disabilities should play a role of active monitoring to improve disability statistics of Korea that meet ICF-based international standards.
