서민주거곤란지수 개발에 대한 연구

국문 초록

본 연구에서는 서민층의 주거곤란수준을 파악할 수 있는 지수를 개발하는 것으로 목적으로 하고 있다. 지수의 개발을 위한 방법으로는 먼저 서민층의 주거곤란정도를 대변할 수 있는 요인을 선별한 후 이를 표준화한 점수를 만들고 방향성에 맞게 결합하여 지수를 산정한다. 산정된 지수의 활용을 위해서 지역별 지수의 비교와 시계열적 비교를 통해서 시사점을 도출하였다. 지수의 산정요인으로는 소형주택의 매매가격변동률과 전세가격변동율, 월세가격변동률, HAI(Housing Affordable Index)지수, 가계대출금리를 선정하였다. 지수개발을 위해서 각 항목의 수치를 표준화하고 결합하여 서민주거곤란지수를 산정하였다. 지수의 산정은 2016년 1월부터 2019년 9월까지 하였으며 산정결과를 통해서 추세분석 및 지역별 분석을 실행하였다. 분석결과 서민주거곤란지수는 전반적으로 2018년 하반기에 큰 폭으로 상승해서 악화된 후 2019년에 들어서 다시 하락하는 것으로 나타났다. 이러한 결과는 정부가 발표한 2018년의 9.13대책 등의 영향 등으로 판단된다. 지역별 분석에서는 수도권의 경우 2018년의 주거곤란수준의 악화가 크게 나타난 후 2019년에 점차 회복되었으며, 지방지역에서는 2018년에도 주거곤란수준이 크게 악화되지 않았으며 2019년에는 2016년에 비해서 개선된 것으로 나타났다.

영문 초록

The purpose of this study is to develop an index that can identify the level of housing difficulty among the common people. As a method for developing the index, first, the factors that can represent the degree of the common people’s housing shortages are selected, and then the scores are standardized and combined to suit the direction. In order to use the calculated index, implications were derived through comparison of regional indexes and time series comparisons. The factors for calculating the index were the sale price change rate, the rent change rate, the rent change rate, the HAI index, and the household loan rate. For the development of the index, the indexes of the population inhabitants were calculated by standardizing and combining the values of each item. The index was calculated from January 2016 to September 2019, and trend analysis and regional analysis were conducted through the calculation results. According to the analysis, the index of housing shortages in general showed a significant increase in the second half of 2018, worsened, and then fell again in 2019. This result seems to be due to the impact of the government s property measures on September 13. According to the regional analysis, the level of housing difficulty in the metropolitan area showed a significant deterioration in 2018, and gradually recovered in 2019.
