한국 푸드뱅크 모델의 전파 가능성에 대한 탐색

국문 초록

이 논문은 한국의 푸드뱅크 모델을 최초로 전수한 몽골 푸드뱅크 사례를 중심으로 하여 향후 동아시아 국가들에 대한 한국 푸드뱅크 모델의 전파 가능성을 탐색하는데 연구의 목적을 두었다. 한국 푸드뱅크에 대한 이론적 논의를 발전과정과 운영현황, 선행연구의 차원에서 실시하였고, 몽골의 푸드뱅크 필요성에 대하여 빈곤과 식품불안정 측면에서 논의하였다. 아울러 이 논문은 한국사회복지협의회 전국푸드뱅크 사업단의 몽골 현지조사에 기반하여 작성되었다. 현지조사는 지난 6월 말~7월 초까지 11일 동안 몽골 복지공무원 및 주민을 대상으로 한 설문조사와 인터뷰를 중심으로 이루어졌다. 이상의 논의와 분석자료는 Gilbert와 Terrell(2005)의 사회복지정책분석틀(할당, 급여, 전달체계, 재원)을 연구의 분석틀로 하여 정리하였다. 결론은 다음과 같다. 우선 한국 푸드뱅크 모델은 세계적으로도 독특하고 중요한 사례로서, 동아시아 전파에 있어 강점을 가질 것으로 판단된다. 그 이유 중 첫 번째는 푸드뱅크 운영은 민간의 NGO에서 하되, 정부가 재정적 지원과 사업의 법적 근거마련에 힘을 쏟는 등 협력적 거버넌스를 구성하여 실행되어졌다는 점이다. 두 번째는 빠르고 안정적인 성장세를 갖춘 시스템이라는 것이다. 마지막으로 동아시아 전반에 보이는 정부주도적 성격의 사회복지와 아직은 미성숙한 민간 영역의 사회복지 토양에 있어서 한국형 푸드뱅크 모델은 식품불안정의 완화와 기부의 활성화라는 두 마리 토끼를 잡는데 기여할 수 있는 대안이 될 수 있다.

영문 초록

The purpose of this study is to explore the possibility of spreading Korean food bank model to East Asian countries in the future, focusing on the case of Mongolian food bank which first transmitted Korean food bank model. Theoretical discussions on Korean food banks were conducted in terms of development process, operation status, and previous research. The necessity of food banks in Mongolia was discussed in terms of poverty and food instability. This paper was prepared based on the Mongolian field survey of the National Food Bank Project of Korea National Council on Social Welfare. The field survey consisted of surveys and interviews with Mongolian welfare officials and residents for 11 days . The above discussion and analytical data is based on Gilbert and Terrell s (2005) social welfare policy analysis framework (allocation, salary, delivery system, financial resources) as an analysis framework. The conclusion is as follows. First of all, the Korean food bank model is unique and important in the world, and it is expected to have strength in spreading East Asia. The first reason is that the food bank was operated by private NGOs, but the cooperative governance was implemented by the government, focusing on financial support and establishing the legal basis for the project. The second is a system with fast and stable growth. Finally, the Korean-style food bank model could serve as an alternative: mitigating food instability and stimulating donation.
