문재인 케어 정책에 대한 기간별 인터넷 기사 댓글 분석

국문 초록

목적: 본 연구의 목적은 건강보험 보장성 강화대책인 문재인 케어에 관해 기간별 인터넷 여론을 파악하여 정책적 제언과 추가 연구에 대한 통찰력을 제공하기 위함이다. 방법: 2017년 8월 9일부터 2018년 12월 31일까지 문재인케어 관련 국내 최대 포털 네이버 950개 기사에서 4만3554건의 댓글을 수집했다. 전체기간 및 분기별로 텍스트 마이닝을 활용하여 빈도분석과 연관규칙분석을 시행하였다. 결과: 전체기간과 모든 분기에서 빈도가 상위 50위 내에 포함된 단어는 “국민”, “보험”, “병원”, “정부”, “사람”, “세금”, “건강”, “문재인”, “생각”, “정책”, “건강보험료”, “나라”, “대한민국”, “혜택”, “문제”, “서민”, “대통령”, “국가”, “문재앙”, “부담”이였다. 전체 기간과 각 분기에서 기간별 중심 단어는 “국민”과 “의사”의 노출빈도가 가장 높았다. 결론: 연구결과를 통해 여론은 정부의 재원 마련 방안 자체에 대한 의구심을 가지고 있는 것으로 파악되어, 원활한 정책 추진을 위해서는 재원 마련에 대한 국민의 불신을 감소시키는 것이 필요하다. 이에, 국민참여형 거버넌스를 구성하여 국민, 관련단체들과 지속적이고 적극적인 대화를 통해 해당 정책을 보다 공론화하여 정책을 진행할 필요가 있다. 추후 데이터 수집 채널을 다양화하고 추가 분석 방법을 적용하여 보다 정확하고 세분화된 여론을 분석할 필요가 있다.

영문 초록

Objectives: The purpose of this study was to provide policy suggestions and insights for further researches through understanding the internet public opinion on the Moon Jae-in care, the expanded health insurance coverage policy. Methods: From 2017 on August 9 to 31 December 2018, 43,554 comments were collected from 950 articles of the nation s largest portal Naver related to Moon Jae-in care. Frequency analysis and related rule analysis were performed using text mining for the entire period and quarterly. Results: In the entire period and every quarter, words in the top 50 of frequency were “people”, “insurance”, “hospital”, “government”, “person”, “tax”, “health”, “Moon Jae-in”, “thought”, “policy”, “health insurance fee”, “country”, “Republic of Korea”, “benefits”, “problem”, “ordinary people”, “president”, “nation”, “munjaeang”, “burden”. As the key words, The frequency of “people” and “doctors” was the highest for the entire period and for each quarter. Conclusions: The study found that the public opinion had doubts about the government s funding plan itself so public distrust in funding should be reduced for a smooth policy drive. Therefore, It is necessary to form a governance structure for participation of the people and to carry out policies with more public discussion by inducing continuous and active communication with the people and related organizations. Further study is recommended to analyze more accurate public opinion by diversifying data collection channels and applying additional analysis methods.
