근대이행기 부평도호부 읍치의 토지이용과 소유의 변화

국문 초록

조선시대 읍치는 근대이행기를 거치면서 정치적 공간의 장소에서 자본 축적의 중심, 경제와 교육의 거점, 촌락 공간의 중심으로 자리 잡으면서 근대적 도시로 전환하였다. 부평도호부의 읍치였던 계양구 지역의 토지이용과 그 토지 소유의 변화과정을 통하여 부평도호부 읍치 지역의 근대적 변형과정을 고찰할 수 있다. 이러한 변형과정을 지적도와 토지대장을 활용하여 분석하였다. 조선 시대부터 일제강점기로 접어들면서 읍치의 통치 기구들이 위치한 토지의 이용과 소유의 변화가 발생하였다. 그 변화과정에서 토지이용의 형태 및 기능이 지속, 단절, 대체가 있었다. 부평도호부 읍치는 인천 개항장과 서울을 연결하는 중간 지역에 위치하므로 소유의 변화에서 국유지와 조선인의 토지가 일본인에게로 이전되었을 가능성이 매우 높은 지역으로 추정할 수 있다. 하지만 부평도호부의 읍치 지역은 우리나라의 근대이행기의 일반적인 경향보다는 매우 느리게 전환되는 경향이 나타나고 있다. 그것은 행정 기능이 유지되지 못하고, 그 기능을 다른 지역에 빼앗기게 되면서 근대적 흐름에서 밀려난 결과라 할 수 있다. 토지를 소유한 일본인의 수는 많지 않다. 부평도호부의 읍치 지역은 근대이행기에 전통읍치 경관의 해체를 경험하면서도 새로운 근대적 문물을 접하지 못하는 지역이 되었다고 할 수 있다.

영문 초록

The town seat of the Joseon Dynasty was transformed into a modern city by becoming a center of capital accumulation, economy and education, and a village space in the political space going through the modernization of Korea. Through the change process of land use and land ownership in Gyeyang-gu, which was the county seat of Bupyeong-dohobu(富平都護府), the modern transformation process of Bupyeong-dohobu area can be considered. This transformation process was analyzed using cadastral map and land register. Since the Joseon Dynasty entered the Japanese colonial period, there has been a change in the use and ownership of the land where the governing bodies of the towns are located. In the process of change, there were continuous, disconnected and replaced forms and functions of land use. Since Bupyeong-dohobu is located in the middle of the link between Incheon Port and Seoul, it can be assumed that it is very likely that the state-owned land and the land of Koreans have been transferred to the Japanese in the change of ownership. However, the towns of Bupyeong-dohobu have been tending to change very slowly rather than the general tendency of Korea s modern transition period. It is the result of being unable to maintain the administrative function and being deprived of the modern trend as the function is lost to other regions. The number of Japanese who own land is not much. Bupyeong-dohobu s township area can be said to be a place where people cannot experience new modern culture while experiencing the dissolution of traditional townscape during the modern transition.
