전달체계 공무원은 정부의 복지역할 강화를 지지하는가? - 복지예산수준에 대한 인식을 상호작용효과로 -

국문 초록

본 연구는 복지정책에 대한 정부 역할 강화라는 국민의 요구가 한층 강화되고 있는 현 시점에서, 복지규범과 같은 사회적 가치체계가 공적가치로 내재화되어 정부정책 전달자로서의 역할과 책임을 지닌 전달체계 공무원을 대상으로 한 실증연구가 부족하다는 비판과 제언에 따라 동주민센터에서 복지업무를 담당하고 있는 공무원을 대상으로 진행한 조사연구이다. 주요 연구결과를 살펴보면, 공직에 근무한 기간이 길고 직급이 높을수록 복지규범에 대한 인식과 정부의 복지역할 강화에 대한 지지의 수준이 함께 높았다. 그러나 복지직과 행정직 간 복지규범 인식 수준과 정부의 복지역할 강화에 대한 지지는 유의한 차이가 발생하지 않았다. 무엇보다 정부의 복지예산 수준을 비롯한 전체적인 복지수준에 대한 평가를 조절변수로 하여 복지규범 인식과 상호작용하여 정부의 복지역할 강화에 미치는 영향을 살펴본 결과 정(+)적인 영향을 주는 것으로 나타났다. 일선 전달체계 공무원이 지닌 공적가치로서의 복지규범만으로도 정부의 복지역할 강화를 지지함은 물론, 현재의 정부 복지예산 수준에 비추어 보면 좀 더 정부의 복지역할을 강화해야 한다는 인식을 하고 있는 것으로 파악되었다. 그러나 복지직과 행정직 간의 복지규범에 대한 차이가 발생하지 않은 것은 전달체계의 기능과 역할, 인력을 확대·강화시키고 있는 현 시점에서 고민해 보아야할 지점이며 추후 심도있는 후속연구가 필요한 부분이다.

영문 초록

This study is aimed at the delivery system officials who have the role and responsibility as a government policy bearer as the social value system such as the welfare standard is internalized at the public s demand for strengthening the government s role in welfare policy. In response to criticism and suggestion that there is a lack of empirical research, the survey was conducted for public officials in charge of welfare at the community center. The major findings of the study showed that the longer the length of office and the higher the rank, the higher the level of awareness of welfare norms and support for the strengthening of the welfare of the government. However, there was no significant difference between the welfare level and the administrative level in the recognition of welfare norms and the government s support for strengthening the welfare area. First of all, it was found to have a positive effect as a result of examining the impact on the reinforcement of the government s welfare zone by interacting with the welfare norm by evaluating the overall welfare level, including the welfare budget level of the government, as a control variable. The welfare norms as public values ​​of front-line delivery officials not only support the government s reinforcement of welfare, but also recognize that the government s welfare budget should be strengthened in light of the current government welfare budget. However, the differences in welfare norms between welfare workers and administrative workers did not occur at the present time when the function, role, and manpower of the delivery system are being expanded and strengthened, and further research is needed.
