국문 초록

이 연구는 한국의 정치문화가 여전히 권위주의, 이해관계에 따른 갈등과 부패의 만연, 성숙한 의사소통과 협의의 부족 등의 문제로 인해 제도적 수준을 넘어, 실질적·의식적·문화적 수준의 민주주의에 도달하는 데에는 한계가 있음을 인식하고, 이를 극복하기 위해서는 개인과 공동체에 있어 자율성과 공공성의 시민의식이 조화롭게 함양되어야 함을 제시하고자 한다. 자율 성은 자유 민주주의 사회의 기본 이념으로서 어떤 특정한 가치가 압제하지 않고, 모든 사회 구성원 각자가 자신이 스스로 가치를 선택할 수 있도록 보장되며, 또한 각자가 비판적 합리성을 가지고 주체적인 판단을 할 수 있는 능력과 태도를 함양함으로써 실현된다. 민주시민성은 개인의 자유와 권리만을 주장하는 것이 아니라, 사회 공동체의 많은 구성원들의 복리를 전체 적으로 고려하며, 사회적·공공적 책무성을 인식하는 공공성을 전제로 한다. 도덕적으로 성숙한정치 문화는 권위와 힘에 의한 지배가 아니라, 시민들이 타인을 배려하는 가운데 자신의 역할을 충실히 행하며 심의(審議)를 통해 상이한 입장과 이해관계를 상호 깊이 있게 고려하며 공정한 분배와 합의에 이르는 것이다. 자율성과 공공성의 조화를 통한 성숙한 민주시민성의 함 양을 위해서는 무엇보다도 민주주의가 제도가 아닌 의식과 문화가 되어야 하며, 이를 위해선 ‘교육철학’이 학교뿐만이 아니라 모든 시민의 일상 속으로 들어와야 한다. 한국의 민주시민은 ‘철학하는 공동체’로서 과거의 경험과 미래의 방향, 현실의 문제를 깊이 숙고하여 사회의 이상을 함께 제시하고, 또한 ‘교육하는 공동체’로서 그 설정된 이상을 현실에 적용하여 함께 탐구 하고 검증하면서 지속적으로 재구성하며, 이 과정에서 공동체와 구성원이 지적, 도덕적 성장을 모색하여야 할 것이다.

영문 초록

This study aims to show that Korea s political culture still has limits in reaching a real, conscious and cultural level of democracy beyond institutional level due to problems such as authoritarianism, conflicts due to interests and the prevalence of corruption, lack of mature communication and consultation, and that in order to overcome this, the civic consciousness of autonomy and publicness must be harmonized within the individual and community. Autonomy is realized by the basic ideology of a free democratic society, each member of society is guaranteed to choose values on its own, and by fostering the ability and attitude of each person to make self-determination with critical rationality. Democratic citizenship does not only advocate individual freedom and rights, but presupposes a public nature that considers the welfare of many members of the social community as a whole, and recognizes social and public accountability. A humane political culture is not dominated by authority and power, but rather by citizens faithful role in consideration of others, and through deliberation, different positions and interests are considered in depth, leading to fair distribution and agreement. To foster mature democratic citizenship through harmony of autonomy and publicness, democracy, among other things, must become consciousness and culture, not a system, and for this, educational philosophy must come into the daily lives of not only schools but all citizens. Democratic citizens of Korea, as a philosophy community, will present the ideals of society together by deeply considering the problems of past experience, future direction and reality, and will also continue to reconstruct them by applying their ideals as an educational community to reality, in which communities and members will have to seek intellectual and moral growth.
