전남경찰의 보험범죄 대응전략 및 시사점

국문 초록

우리나라에서는 1921년 최초로 보험범죄가 발생한 이래 오늘날 보험범죄의 영역이 건강보험, 산재보험 등 공영보험으로까지 확산되고 있는 상황에서 보험범죄는 사회구성원 모두를 피해자로 삼는 심각한 범죄행위라고 할 수 있다. 최근에 발생하는 보험 범죄의 현황을 보면 적발금액은 2013년 5,190억 원에서 2017년 7,302억 원으로 증가하였고, 적발인원도 77,112명에서 83,535으로 증가하였습니다. 특히 보험범죄는 인명경시풍조의 조장, 배금기회주의자 양산, 보험요율의 인상, 보험제도 존립가반의 약화 등의 폐단도 양산하고 있는 실정이다. 전국적인 통계로 볼 때 보험범죄 적발금액과 적발인원이 증가하고 있는 실정 속에서도 광주ㆍ전남지역은 다른 타 시ㆍ도에 비교하여 압도적으로 증가하고 있는 흐름을 보이고 있다. 이러한 현상속에서 전남지역은 보험범죄의 심각성을 인식하고 공감하여 전남지역만의 특화된 대응 전략으로 보험범죄 대응에 효과를 거두고 있으며 성공사례로 대두 되었다. 따라서 이 연구에서는 전남지역의 특화된 보험대응 전략인 보험범죄에 대한 엄정조치, 유관기관과의 공조, 보험범죄연구 회 창단, 적극적인 홍보 전략을 분석하고 이에 대한 시사점을 도출하고자 한다.

영문 초록

In Korea, insurance crime is a serious crime that makes all members of society victims at a time when the scope of insurance crime is spreading to public insurance, such as health insurance and industrial insurance, since the first insurance crime occurred in 1921. According to the recent status of insurance crimes, the amount caught increased from 519 billion won in 2013 to 730.2 billion won in 2017, and the number of people caught increased from 77,112 to 83,535. In particular, insurance crimes have also resulted in the mass production of dividend opportunists, higher insurance rates, and a weakening of the insurance system s survival base. All parts of the country statistics show that despite the increasing amount of insurance crime cases and the number of people caught, Gwangju and Jeonnam are showing an overwhelming increase compared to other cities and provinces. However, Jeonnam region recognized and sympathized with the seriousness of insurance crimes, and it has been effective in responding to insurance crimes as a unique response strategy for Jeonnam region has become a success case. Therefore, this research is to analyze and draw suggestions on the strict measures against insurance crimes, which are specialized insurance response strategies in Jeonnam region, cooperation with related agencies, creation of insurance crime research institutes, and active promotion strategies.
