뉴테러리즘의 최근 양상과 유형 분석

국문 초록

이 연구에서는 뉴테러리즘 변화양상을 통해 그 유형과 특성을 파악하고, 향후 한국에서 발생 가능한 복합적 테러 양상을 전망하고자 하였다. 연구의 범위는 뉴테러리즘의 유형으로 자살테러와 자생테러를 중심으로 최근 5년간 국가정보원의 국제테러정보 및 빅카인즈(www.bigkinds.or.kr)에서 ‘테러’를 주제어로 한 국내 기사 424개의 사례를 선별하였다. 그리고 해당 사례에서 텍스트마이닝 방식으로 테러 대상, 피해 규모(사망자 수), 공격방식 등 주요 변수들을 코딩하고, 대상 변수에 대하여 기초통계량을 분석하였다. 분석결과, 세계적으로 테러리즘의 감소추세에도 불구하고, 자살테러는 로우테크(Low-Tech) 형태의 양상과 함께 증가하는 것을 알 수 있었다. 특히, IS의 주요 거점 탈환을 기점으로 이민ㆍ난민 등의 유입과 사회ㆍ문화적 갈등에서 비롯한 이민 2~3세대의 자생테러 가능성도 확인되었다. 자살테러와 자생테러 양상 외에도 로우테크의 수단이 드론의 상용화로 확대됨에 따라, 드론테러리즘의 형태로 발생할 가능성을 예견해 볼 수 있다. 이러한 변화양상은 향후, 연성 목표물뿐 아니라 국가 중요시설 및 특정인까지도 공격이 가능하다는 것을 의미한다. 이러한 테러 발생 환경은 한국의 사회적 변화에도 충분히 반영되어 있어, 우리나라도 더 이상 테러리즘으로부터 안전하다고 보기 어렵다. 특히 자살테러, 자생테러, 드론을 활용한 테러가 대중매체를 매개로 발생할 가능성이 커지고 있어 복합적 테러 양상에 대한 대비가 요구된다.

영문 초록

The purpose of this paper is to determine the type and characteristics of new terrorism by trend analysis and determine various future terror acts that may occur in Korea. The type of New Terrorism is classified into 2 categories through precedent studies: Suicide and Homegrown Terrorism. The 424 data are selected from information of international terrorism in The National Intelligence Service and the Korean news articles written with the keyword “terror” from Big-Kinds(www.bigkinds.or.kr) in the last 5 years. The variables about target, death toll, attack method selected by text mining are analyzed basic statistics. Results are as follows. First, in spite of decreasing global terrorism, increasing of suicide terrorism, especially using low tech can make the general public’s become more fearful of the threat. Second, homegrown terrorism could appear by future generations which are made by not only the circumstance like disbanded part of IS, influx of migrants and refugees but also Socio-Cultural conflicts. Third, if UAV(including drone) are commercialized and used as terrorism, the range of targets will be expanded: soft target, national critical facilities, a specific person. Since these terrorism circumstances are reflected in the change of Korea, it can be presumed that Korea is not safe from terrorism. Particularly, due to the three types of the aforesaid acts, terrorism can occur more easily via mass media, political and practical alternatives for multiple terrorism are needed.
