국문 초록

과거 국내 치안차원에 머물렀던 테러리즘이 어느덧 국제 안보질서를 교란하는 범세계적인 안보위협으로 변화되었고, 오늘도 세계 도처에서 테러 네트워크와의 투쟁이 계속되고 있다. 이러한 테러리즘은 인간 사회의 폭력적 본성의 표현이고, 종교적인 이유 등으로 단기간 내에 영원히 해결할 수 없는 암적 존재로 남을 지도 모른다. 마찬가지로 테러범들이 선호하는 무기들도 계속 모습을 달리하면서 테러리즘과 영원히 함께 할 가능성이 있다. 최근에는 총기 및 폭발물과 함께 테러리스트들의 입장에서 보다 안전하고 효율적인 드론(무인항공기)을 이용한 테러 가능성이 높아지고 있다. 드론이 백악관에 추락할 때까지 경비원들은 모르고 있었으며, 우리나라에서도 북한에서 무인항공기를 운용하여 남한지역을 정찰하였고 국가중요시설인 부산항 신항에 드론이 추락한 사건도 발생한 사건도 발생하였었다. 만약 그 드론에 폭발물을 장착하여 테러공격을 감행한다면 현재로서는 무방비인 상태이다. 그럼에도 불구하고 우리나라 일부 국가중요시설의 경비 실태는 현행 법령도 제대로 준수하지 않으면서 매우 소극적인 경비가 이루어지고 있다는 것이 모 정부기관의 진단결과에서 확인이 되었으며, 법과 제도적으로도 드론테러에 대한 대비 실태가 매우 미흡한 실정이다. 우리에게 항시적으로 직·간접적인 안보위협이 되고 있는 북한은 이미 무인항공기에 관심을 보이고 있다. 본 연구에서 미실현적인 안보위협으로서의 드론에 대한 실체 규명과 드론테러의 가능성을 예측해 보고 국가중요시설 경비를 담당하고 있는 민간경비의 문제점과 개선방안을 제시해 보았다.

영문 초록

Terrorism which remained a level of internal security in the past has become an security threat disturbing international security order, and these days, there are continuing struggles with the network of terror as well. This terrorism is the expression of violent nature of human society, which is a religious matter unable to be solved in a short time, so it would remain a cancer not to be solved forever. Likewise, weapons preferred by terrorists are possible to stay forever with terrorism by continuing to change their appearances. Recently, there is a growing tendency of terror using drones(UAV) thought to be rather safe and efficient by terrorists, along with firearms and explosives. The guards never knew until a drone crashed, and North Korea also employed a UAV in South Korea to reconnoiter its territory such as the incident which a drone crashed in Busan New Port, a national critical facility. If someone ventures on a terror attack using the drone equipped with explosives, we are in a defenceless state at the present time. Nevertheless, it was confirmed by some institutions’ diagnoses that the reality of national critical facility guard of ours is very passive with the current law disobeyed. To make matters worse, preparedness for drone terror is established neither legally nor institutionally at all. North Korea, the security threat to us both directly and indirectly all the time, is already showing interest in UAV. This study suggested improvement plans for private security industry, as it suggested problems and development plans for private security which takes charge of national critical facility guard, closely examined the substance of drones as unrealized security threats, and proposed prevention plans for drone terror.
