구조방정식 모형을 이용한 반부패 인식에 관한 연구* : 청탁금지법과 신입사원을 중심으로

국문 초록

본 연구는 반부패 인식에 대하여 청탁금지법과 신입사원을 중심으로 우리 사회의 노력이 반부패제도 이해와 공정사회에 어떠한 영향을 미치고 있는지 구조방정식을 통하여 분석하 였다. 연구결과, 첫째, 설문항목을 통한 빈도분석 결과를 보면 청탁금지법을 안정적 정착을 위한 우리 사회의 노력이나, 공정사회에 대하여는 긍정적인 답변이 20%대로 우리사회에 대한 높은 부패인식률을 보이고 있었다. 둘째, 우리 사회의 노력은 청탁금지법의 인식도와 공정 사회에 긍정적인 영향을 미치고 있었으나, 부패신고제도에는 아무런 영향을 미치지 않고 있었다. 셋째, 청탁금지법에 대한 인식도는 부패신고제도에 긍정적인 영향을 미치는 것으로 나타났다. 넷째, 청탁금지법의 인식도와 부패신고제도는 공정사회에 아무런 영향을 미치지 않는 것으로 나타났다. 이는 신입사원이 바라보는 우리사회에 부정적인 인식과 내부 신고의 어려움 등이 한 원인으로 보여진다. 다섯째, 청탁금지법의 안정적 정착을 위한 우리 사회의 노력은 공정사회에 긍정적인 영향을 미치며 청탁금지법 이해도와 부패신고제도는 공정사회에 낮은 영향력이지만 간접적인 영향을 미치는 것으로 나타났다. 위와 같은 연구결과를 보면 우리사회는 향후 청탁금지법의 안정적인 운영을 위하여 관련 제도 홍보와 체계적인 교육시스템 도입 등 더욱 노력해야 하며, 특히 안심하고 신고할 수있는 사회적 풍토 조성이 필요해 보인다. 본 연구는 청탁금지법 시행이후 신입사원의 반부패 인식을 통하여 우리사회가 공정사회 실현에 얼마나 노력하고 있는지에 대한 실증분석 사례로 그 의의가 있다고 하겠다.

영문 초록

This study analyzed the perception of anti-corruption through a structural equation model and how the efforts of our society, focusing on the anti-graft law and new employees, affect the fair society. First of all, the results of frequency analysis through questionnaires showed a high rate of perceived corruption in our society, with only 20% of positive responses to our efforts to establish the anti-graft law in a stable manner. Second, our society s efforts were having a positive effect on the perception of anti-graft law and the fair society, but had no effect on the corruption reporting system. Third, awareness of the anti-graft law was found to have a positive effect on the corruption reporting system. Fourth, the recognition of the anti-graft law and the corruption reporting system were found to have no effect on the fair society. This seems to be due to the negative perception and difficulty of internal reporting in our society as the new employees see it. Fifth, our society s efforts for stable settlement of the anti-graft law have a positive effect on the fair society, and the understanding of anti-graft law and the corruption reporting system have been shown to have a low influence on the fair society but indirect influence. According to the results of the study, our society should make more efforts such as promoting related systems for anti-corruption and introducing a systematic education system for the stable operation of the anti-graft law in the future, and especially, it seems necessary to create a social climate that anyone who reports corruption can be protected safely. This study is meaningful as an empirically analytic case of how much our society is trying to realize fair society through the recognition of anti-graft of new employees since the enactment of the anti-graft law.
