국문 초록

이 연구는 6.4 교육감선거에서 논란이 되었던 교육감선출방식에 대한 법적 쟁점을 살펴보고, 교육감선거의 당락에 영향을 미친 요인을 알아보기 위하여 당.낙선자간개인 적 특성과 공약내용이 어떤 차이를 가지는지에 대해 실증적으로 분석하려는 목적에서 이루어졌다. 연구문제는 6.4 교육감선출방식을 둘러싼 법적 쟁점은 어떠하였는가와 6.4 교육감선거 입후보자의 특성에 따른 당선자와 낙선자간 차이는 어떠한가로 설정하였다. 6.4 교육감선거 입후보자의 당선자와 낙선자간 차이는 직업특성별, 지역별, 공약내용별, 정치성향별, 선거비용별, 공약내용별로 나누어 분석하였다. 교육감선거에 출마하였던 71 명의 후보자와 각 후보자들이 제시한 공약 715개를 연구대상으로 분석을 실시하였다. 교육감 선출제도와 관련한 법적 쟁점은 교육감 선출제도의 위헌성에 대한 쟁점이 주로 부각되었다. 교육의 자주성, 전문성, 정치적 중립성의 측면에서 현재의 교육감선출제 도가 오히려 위헌적 요소가 있다는 주장이 제기되었고, 이러한 쟁점에 대해서는 향후 면 밀한 분석이 필요할 것으로 보았다. 교육감선거 입후보자의 특성과 관련해서는 첫째, 직업특성에 있어서 전(前) 교육감의 70%가 재선에 성공한 가운데 재선에 실패한 교육감 후보자는 모두 보수성향인 것으로 나타났다. 둘째, 당선자들은 법적 선거비용을 제한액 상한까지 지출하는 경향을 보이는 가운데, 낙선자의 선거비용 사용액은 편차가 매우 크나 선거비용 전액을 보전 받을 수 있는 득표율이 예상될 경우에는 선거비용을 최대한 사용하려는 경향을 나타냈다. 셋째, 교육공약 분석결과 당선자는 학교안전 공약에 집중한 반면 낙선자는 교직원관련 공약을 많이 제시한 것으로 나타났다. 넷째, 당선·낙선자간 1순위 교육공약 분석 결과 당선자는 학교안전 문제와 학교체제 개편문제를 1순위로 제시하였다. 낙선자는 주로 박근혜 정부 의 창의·행복교육과 관련된 교육과정 공약을 제시하였다. 당선자의 공약이 한두 가지 주요주제로 집중되는 데 비하여 낙선자의 공약은 전 영역으로 분산되는 경향을 보였다. 다섯째, 보수성향 당선자와 진보성향 당선자 모두 학교 안전과 관련된 공약을 가장 많이 제시하고 있는 것으로 나타났다.

영문 초록

This study aims to examine the legal issues in 6.4 election of superintendent and conduct an empirical analysis of the differences in the personal traits and election promises between the successful and unsuccessful 6.4 election candidates for superintendent of education. The research questions are ¨What are the legal issues related to the 6.4 election system of superintendent?〃 and ¨What are the differences between successful and unsuccessful candidates… based on the personal traits.〃 This study analyzed 71 6.4 election candidates and their 715 election promises for superintendent of education. According to the study, the legal issue of the unconstitutionality of the superintendent election system was mainly emphasized. This claim is that currently election system of superintendent may have unconstitutional elements in terms of independence of education, professionalism, and political neutrality of education With regard to the personal traits of superintendent candidates…, first, 70% of former superintendents won re-election and the unsuccessful candidates who failed to win re-election were all conservatives. Second, successful candidates tended to spend their election expenses up to the limited amount in contrast with unsuccessful candidates. Unsuccessful candidates had a tendency to spend maximum election expenses if the expected votes offset the total election expenses. Third, the successful candidates focused on the safety of schools, in contrast to unsuccessful candidates whose promises were mainly regarding the teaching staff. Forth, the core promises of successfulcandidates were about the safety of schools and school reform. On the contrary, unsuccessful candidates… core promises mainly concentrated on the curriculum regarding creative；happiness education which were initiated by Park Geun-hye administration. Lastly, the majority of the successful candidates… promises, regardless of their politicalinclination, were regarding school safety.
