“북중관계의 지정학” : 중국 지정학 전략의 ‘변화’와 대북 지정학 인식의 ‘지속’을 중심으로

국문 초록

21세기 중국의 부상은 중국 스스로 자국의 힘과 위상에 부합하는 새로운 지정학 전략을 모색하게 하고 있다. 중국은 2017년 19차 당대회 보고에서 “육해통합 견지와 해양 강국 건설(坚持陆海统筹，加快建设海洋强国)”을 제기하였다. 이는 과거 대륙국가에만 머물렀던 중국의 지정학적 인식을 탈피하고 해양국가로서의 정체성을 강화하고자 하는 것이다. 이러한 “육해통합(陆海统筹)”은 대륙국가와 해양국가로서의 인식과 전략을 통합하는 중국의 새로운 지정학 담론이 되고 있다. 중국은 21세기 중엽 글로벌 강대국이 되겠다는 중국몽과 함께 이에 부합하는 자국의 지정학적 정체성을 만들어가고 있는 것이다. 그러나, 이러한 중국의 지정학 전략의 변화에도 불구하고 한반도에 대한 지정학적 인식과 담론은 과거 ‘순망치한’이라는 방어적 담론에서 벗어나지 못하고 있다. 2018년 평창올림픽 이후 지속되고 있는 한반도 평화정세에도 불구하고 중국에게 한반는 여전히 강대국의 침략을 방어하는 ‘완충지대’라는 전통적 지정학 인식이 지배적으로 작동하고 있다. 한반도 정세변화 속에서 중국이 북한의 전략적 중요성을 다시 한번 환기하고 대북 우호외교를 강화하고 있는 모습은 전통 지정학의 지속을 보여주고 있다. 청조말기 중국대륙으로 진출하고자 하는 동방세력의 도전을 막아주는 완충지대로서 한반도를 인식하였던 중국은 이후 중국을 둘러싼 강대국경쟁에 있어서 한반도가 적대적 혹은 경쟁적 강대국의 대중국 침탈을 방어하는 완충지대라는 인식을 견지하고 있다. 본 논문은 중국이 국력의 부상과 함께 ‘육해통합’이라는 새로운 지정학 정체성을 모색하고 있음에도 불구하고 여전히 한반도에 대한 지정학적 인식은 전통지정학 인식에서 벗어나지 못하고 있다는 데 주목한다. 이에 본 논문은 청조말기부터 1980년대초 중소분쟁 시기까지의 한반도와 북한에 대한 중국의 지정학적 인식과 전략, 21세기 미중경쟁 시기 북한에 대한 지정학적 인식과 전략을 비교 분석함으로써 중국의 강대국화에 따른 지정학 전략의 변화에도 불구하고 변화하지 않고 있는 중국의 대북 지정학 인식을 고찰한다.

영문 초록

China s rise in the 21st century is prompting China itself to seek a new geopolitical strategy that conforms to its power and status. In its report to the 19th Party Congress in 2017, China raised the view of land and sea integration and the construction of a maritime powerhouse. The move is aimed at breaking away from China s geopolitical perception, which has stayed only in continental countries in the past, and strengthening its identity as a maritime state. This land and sea integration has become China s new geopolitics discourse that integrates perceptions and strategies as continental and maritime states. Along with China s dream of becoming a global power in the middle of the 21st century, China is creating a corresponding geopolitical identity for itself. However, despite these changes in China s geopolitical strategy, geopolitical perceptions and discourse on the Korean Peninsula have not escaped the defensive discourse of pure in the past. Despite the ongoing peace situation on the Korean Peninsula since the 2018 PyeongChang Olympics, the traditional geopolitical perception of the Korean Peninsula as a precipient zone still defends the invasion of the powerful nation is working for China. Amid the changing situation on the Korean Peninsula, China is once again evoking the strategic importance of North Korea and strengthening friendly diplomacy with the North, which shows the continuation of traditional geopolitics. China, which recognized the Korean Peninsula as a buffer zone to fend off the challenges of Eastern powers seeking to advance to the Chinese continent at the end of the Qing Dynasty, has maintained the view that the Korean Peninsula is a buffer zone to defend the invasion of China by hostile or competitive powers in the competition over China. This paper notes that despite China s search for a new geopolitical identity of land and sea integration with the rise of its national power, its geopolitical perception of the Korean Peninsula still remains beyond traditional geopolitics.
