영문 초록

This study addresses the increase of land supply through the facilitation of land use and development of hilly areas. To this end, this study first examines the changing circumstances relevant to the use and development of hilly areas. Secondary, the current practices of the use and development of hilly areas are also examined. Thirdly, an evaluation is made against legal measures currently applied to the control of the use and development of hilly areas. Fourthly, the current practices of the use and development of hilly areas in Japan and Taiwan are compared and some policy implications are drawn. Finally, some measures to facilitate the use and development of hilly areas are recommended. The major policy devices recommended comprise the enactment of special law, an establishment of comprehensive plans for the use of hilly areas, the development of criteria for the use of hilly areas and the introduction of subsidy for the development of the hilly areas.
