국문 초록

본 연구는 일필지에 관한 지적조사 중 지적정리를 수반한 지적조사와 지적정리를 수반하지않는 지적조사 그리고 권리적 현황의 지적조사로 분류하여 일필지 지적조사의 문제점을 도출하고 발전방향을 제시하는 것을 목적으로 하였다. 이러한 연구목적을 효율적으로 달성하기 위해 연구대상을 지적조사로 한정하였고, 연구범위로 시간적으로는 2004년부터 2008년까지로 하였으며, 공간적으로는 구미시로 내용적으로는 일필지조사의 발전방향을 제시하는 것으로 하였다. 이상과 같은 연구범위를 효율적으로 조사ㆍ분석하기 위한 접근방법으로는 역사적 접근방법을, 조사방법으로는 문헌조사법과 인터넷조사법을, 분석방법으로는 기술적 분석방법을 사용하였다. 연구 결과, 일필지 지적조사의 문제점으로는 첫째, 현재의 지적자격제도의 한계, 둘째, 지적 측량성과 검사기능의 부재, 셋째, 지적정보데이타의 관리소홀, 넷째, 일필지 지적조사의 협소한 범위를 도출하였다. 이상을 토대로 일필지 지적조사의 발전방향으로는 첫째, 전문자격제도의 신설 둘째, 지적조사ㆍ측량의 실질심사기능의 강화 셋째, 지적메타데이터의 구축 넷째, 지 적조사 범위의 확장을 제시하였다.

영문 초록

The purpose of this study was to point out the problems of cadastral survey of parcel and to suggest some ways of improvement by classifying the cadastral survey of parcel into the cadastral survey with cadastral arrangement, the cadastral survey without cadastral arrangement and the cadastral survey of right status. To accomplish such purposes efficiently, the target of the study was limited to cadastral survey. For the scope of the study, the time frame was from year 2004 to 2008, the space was limited to Gumi city and the content was suggesting some ways to improve cadastral survey of parcel. In order to efficiently investigate and analyze the above scope of the study, historical approach was used. For investigation method, literature and internet search has been used. As for analysis method, technical analysis has been adopted. As a result of the study, the following problems have been found in cadastral survey. First, limitation of the current cadastral qualification system. Second, absence of cadastral surveying and inspection function. Third, poor management of cadastral information and data. Fourth, narrow scope of parcel cadastral survey. Based on the above, some ways to improve the current parcel cadastral survey have been suggested. First, establishing professional qualification system. Second, strengthening actual inspection function of cadastral survey. Third, building cadastral meta data. Fourth, expanding the scope of cadastral survey.
