국문 초록

본 연구는 지역이기주의와 K-2 공군기지 이전 갈등에 관한 연구로서 갈등과 지역이기주의에 관한 이론을 고찰하고, K-2 공군기지 이전에 관한 사례분석을 통하여 시사점과 갈등관리방안을 제시하는 데 그 목적이 있다. 사례분석 결과 도출된 시사점은 K-2 공군기지는 국방ㆍ군사시설로서 국가안보라는 공익적 가치와 개인의 이익을 추구하는 민간부문과의 갈등이 발생한다는 점, 님비시설인 K-2의 경우 편익과 비용이 일치하지 않아 갈등이 발생한다는 점, 지방자치단체장의 선거 결과 당선자의 성향에 따라 K-2 이전 사업이 영향을 받는다는 점, K-2와 같은 국방ㆍ군사시설은 보안을 중시하기 때문에 정보를 충분히 공개하지 않아 갈등이 발생한다는 점 등이다. 이러한 시사점을 토대로 K-2 이전정책과 관련한 갈등을 효과적으로 관리하기 위한 방안으로 첫째, K-2 공군기지 이전은 경주방폐장 후보지 선정 모델을 적용하여 추진할 수 있으며, 둘째, ｢군용비행장 등 소음방지 및 소음대책지역에 관한 법률｣(가칭 군소음특별법)의 제정이 필요하다는 점을 제시하였다. 결론적으로 K-2이전 갈등은 어느 한쪽이 일방적으로 승리하고 패배하는 Win-Lose 게임이 아니라 양자가 상호이익이 되는 Win-Win 내지 Happy-Happy 전략이 바람직하다고 할 수 있다.

영문 초록

This study carries out the analysis on hazardous facility siting in terms of the NIMBYism. To do this, we adopt a case study method on the confliction occurred in the process of relocation of K-2 Air Base. As a result, some policy implications and policy measures managing the conflict are suggested. As a result, we have found some policy implications as follows. First, there is a confliction between public value (i.e. national defense) and private value (i.e. personal welfare) which are both resulted from the location of K-2 Air Base. Second, the confliction is also resulted from the mismatch between benefit and cost of K-2 Air Base location. Third, the relocation issue of K-2 Air Base is partly dependent on the person political belief of the newly elected head of the local governments of the area. Fourth, due to the security issues of the national defense facilities, we do not have enough information, which is partly related to the conflict occurred. Thus, these policy implications we identified give a light to some policy measures to manage the conflict happened near K-2 Air Base. First, we need to adopt the location practice of Gyeongju radioactive waste disposal facility in this case. Second, the legal regulation on noise from military air base is required to enacted shortly. In conclusion, in order to settle conflict over the K-2 Air Base relocation, win-win strategy benefiting both parties is need to be pursued rather than win-lose strategy biased to one party.
