국문 초록

본 논문은 지역발전의 원천이 되는 문화역량의 의미에 대해 고찰하고 있다. 특히 본 연구는 센(Sen)과 누스바움(Nussbaum)의 역량개념을 활용하여 문화역량을 인문･과학･예술이 통합된 문화지식, 분석력･비판력을 갖춘 문화리터러시로 바라보고자 한다. 지속가능한 지역발전의 원천은 바로 문화역량에서 나온다. 새로운 아이디어나 혁신은 뛰어난 문화역량에서 비롯된다. 최근 지역혁신에 대한 담론은 문화예술 영역의 창의성을 바탕으로 창조계급과 창조도시를 중심으로 한 제4 경제섹터로 이어지고 있다. 결국 지역의 혁신생태계는 지역사회의 문화역량이 좌우할 것이다. 기존의 정치권력과 경제력 독점에서 벗어나 누구나 자유롭게 문화역량을 발휘할수 있는 제도개혁과 사회설계가 미래의 지역혁신을 결정할 것이다. 문화역량은 다양한 목소리가 존중받는 민주주의와 최소한의 사회적 정의가 구현될 때 발현된다. 헌법에 보장된 각종 기본권은 문화역량 발휘의 전제 조건이기 때문에 정부는 참여와 개방 그리고 시민의 자율성을 최대한 보장하도록 해야 한다. 이상의 논의를 토대로 본 연구는 문화역량이 지역혁신의 근간임을 강조하면서 문화리터러시 향상을 위한 각종 방안을 제언하였다.

영문 초록

This paper examines key implications of cultural competence as a source of regional development. Recently discourse on the creative economy has led to the revitalization of the quaternary economic sector based on individual autonomy and creativity, especially on culture and arts. Ideas, innovations and creativity emerge in creative groups with outstanding cultural competencies. The government has provided various cultural policies and institutional supports to enhance the cultural capacity. However, the government has neglected the promotion of active participation, openness and innovation so that everyone can improve their cultural capacity by breaking many government regulations. Furthermore, various basic human rights guaranteed by the Constitution are the basic premises of demonstrating cultural competence, and therefore government efforts are needed for realizing this. To this end, it is necessary to create democracy and social innovation that realize the minimum justice, create a social environment where individual cultural capacity is cultivated, and pursue sustainable regional development. This study conceptualized the cultural competence as a total cultural competence by combining cultural knowledge with cultural knowledge and various literacy skills, relying on Sen’s and Nussbaum s competency concepts. Finally, emphasizing a key impact of cultural competency on regional innovation, we suggest policy implications to promote cultural literacy.
