일본 지정도시 제도의 특성분석을 통한 ‘특례시’에의 함의 검토

국문 초록

본 연구는 일본의 지정도시 제도를 분석하여 우리나라 ‘특례시’ 제도를 설계하는데 함의를 찾고자 하는 것이 목적이다. 일본은 우리나라가 도입하려고 하는 특례시와 유사한 제도를 1956년부터 창설하여 운영해 오고 있다. 일본 지정도시 제도의 역사적 맥락과 선행연구 검토, 현황 분석을 통해 제도적 특징을 파악한다. 이를 통해 논의되는 우리나라 특례시 지정요건에 적용하 여 그 타당성을 검토하고자 한다. 그 결과, 첫째 지정도시 지정 요건의 변화이다. 절대적인 요건이었던 인구 기준은 100만에서 점차 완화되어 갔다. 도시 규모에서 도시 기능을 중시하는 입장으로 선회한 것이다. 둘째 지정도시의 다양성이다. 지정도시들은 도시규모와 중추기능을 지표로 3-4가지의 유형들이 존재하였다. 도출된 일본 사례의 특징을 우리나라 도시들에게 적용 시켜 보았다. 전주시를 통해 획일적인 인구규모만으로 지정하기 보다는 산업구조, 지역특성, 위치, 중추성 등을 고려하여 특례시를 지정할 필요성이 있음을 알 수 있었다.

영문 초록

The purpose of this study is to analyze the ordinance-designated city system in Japan and draw the implications for designing the special city system in Korea. Japan has established the system since 1956 similar to the special city system that Korea intends to introduce. Here, we use the inductive method of deriving the characteristics of the ordinance-designated city system through its historical context, the precedent research review and the present situation analysis. As a result, the first is a change in the requirements of the ordinance-designated city system. The population level, which was an absolute requirement, gradually eased from one million. It is the turn of an emphasis from the city scale on city function. Second is the diversity of ordinance-designated cities. There are three or four types of ordinance-designated cities with the scale and central function as indicators. Based on the characteristics of the ordinance-designated city system, They are applied to Jeonju, one of the special city candidates in Korea. Therefore, it is necessary to designate the special city in consideration of the industrial structure, regional characteristics, location, centrality.
