영문 초록

This paper aims at analyzing the Korean local participation system for national policy-making in terms of central-local relations. To investigate the local participation system, the paper adopted four national policy areas; law making, national planning, policy coordination, and national project. In law making, local participation system(LPS) still remains symbolic and ritualistic stage, where local governments just express their opinion about bills. In national planning, LPS is superficial in that central government does not take local opinions seriously. In policy coordination, LPS is close to the asymmetric type driven by the central government, although there are some laws for ensuring the consultation and coordination between central-local governments. In proceeding national projects, LPS is far from a power-sharing system between central-local governments due to central one-way drive. In conclusion, the paper suggested that LPS should be transformed from central-driven system to co-decision or local-driven one in response to the changes of the central-local relations.
