국문 초록

그동안 중앙정부에 의해 주도되었던 일자리 창출 정책들이 한계에 직면하면서 지방자치단체가 주도 적으로 지역 실정에 부합하는 일자리 창출 전략을 모색하는 것이 점차 더 중요해지고 있다. 본 연구는 그동안 관련 선행연구들이 소홀히 하였던 소지역 단위 일자리 창출 역량의 측정을 위하여 수원시의 사례를 중심으로 4차 산업혁명 관련 지역의 고용 역량 지표를 개발하고 지역적 변이와 특성을 분석하였다. 이를 위하여 고용노동부가 운영하는 워크넷(Worknet)의 강소·벤처 일자리 수 통계와 통계청의 사업체조사통계 자료를 활용하여 지역일자리역량지표를 수원시의 행정동 별로 측정하고 그 결과를 공간적 맥락에서 시각적으로 살펴보았다. 특히 지역고용역량에 영향을 미칠 수 있는 환경적 요인도 비교 및 분석하여 그 연관성을 확인하고자 하였다. 분석결과 4차 산업혁명과 연관된 4개 부문 별 지역고용 역량이 우수한 지역과 부진한 지역들 간 상당한 수준의 지역적 변이와 군집 패턴을 확인하였다. 이를 바탕으로 지방자치단체의 향후 4차 산업혁명 관련 일자리 창출을 위해서 필요한 지역기반 전략을 도출하고자 하였다.

영문 초록

As job creation policies led by the central government have faced limitations, it has become increasingly important for local governments to seek job creation strategies that meet local conditions. This study aims to develop regional employment capacity indicators for the 4 th Industrial Revolution-related jobs and analyze spatial variations and characteristics in order to measure the ability to create jobs in a small area where prior research projects had been neglected. To this end, the local job creation index was measured by administrative unit of Suwon City and visualized in the spatial context by utilizing the statistics on the number of strong and venture jobs operated by the Ministry of Employment and Labor and the business survey statistics of the National Bureau of Statistics. In particular, various environmental factors that could affect local employment capacity were also compared and analyzed to confirm their association. The analysis found that there were significant regional variations and cluster patterns between regions with excellent local employment capacity and areas with poor local capacity in four sectors related to the 4 th Industrial Revolution. Based on a series of these results, local governments were required to derive local-based strategies for creating jobs related to the 4th Industrial Revolution.
