국문 초록

본 연구는 정책의 목표ㆍ수단 및 성과 간의 관계를 산림병해충방제정책 사례를 중심으로 탐색적으로 분석하였다. 즉, 소나무재선충병과 관련하여 역대 산림청장의 신년사, 산림분야 중 산림병해충방제 예산, 소나무재선충병 피해 분석을 통해 정책결정자의 정책목표와 정책수단 및 성과 간 영향을 살펴보았다. 분석결과, 첫째, 정책목표와 정책수단, 정책성과에 있어서는 정부 간의 차이는 없었으나 역대 청장 별로 유의미한 차이가 있는 것으로 분석되었다. 둘째, 정책목표와 정책수단은 높은 상관관계가, 정책 목표와 정책성과는 낮은 상관관계가, 정책수단과 정책성과는 다소 높은 상관관계가 있는 것으로 분석 되었다. 셋째, 정책목표가 높으면 정책수단의 비율도 높아지는 것으로 입증되었으나, 정책목표와 정책 수단이 정책성과에 미치는 영향은 유의미하지 않은 것으로 분석되었다. 마지막으로 정책수단의 매개 효과를 분석하였으나, 정책목표와 정책수단이 정책성과에 미치는 영향은 유의미하지 않은 것으로 분석되었다. 따라서 본 연구는 정책목표, 정책수단 및 정책성과 간 관계에 대한 종합적인 연구를 시도했 다는 점에서 의의가 있다.

영문 초록

This study examined the relationship between policy maker s objective, policy instruments and performances focusing on the case of the prevention policy of forest pests and diseases. Regarding pine wilt disease, we looked at the influence between policy maker s objective, policy instruments and performances through the new year s address of the former ministry of forestry, budget of prevention policy of forest pest and diseases, and the damage analysis on pine wilt disease. The results were as follow. First, there was no difference about the relationship between the policy maker s objective, policy instruments and performances between governments, otherwise there was significant difference between former ministries of forestry. Second, there was high interrelation between policy maker s objective and policy instruments and somewhat high interrelation between policy instruments and performances. On the other hand, there was low interrelation between the policy maker s objective and policy performances. Third, it has been proved that if the policy maker s objective is higher, the potion of policy instruments also higher. But policy maker s objective and policy instruments had no significant effect on the policy performances. Last, the study analyzed the mediating effect of policy instruments, and policy maker s objective and policy instruments had no significant effect on the policy performances. Consequently, this study was meaningful that it attempted to examine comprehensive study between policy maker s objective, policy instruments and performances.
