우리나라 국회의 예산 및 기금 심의 결과에 대한 탐색적 연구

국문 초록

본 연구에서는 우리나라 국회의 예산 및 기금의 심의 결과에 대하여, 특히 삭감 및 증액되는 사업들이나 규모들이 어떠한지, 또한 삭감 및 증액에 영향을 미치는 요인들은 무엇인지를 2015년부터 2018 년까지의 예산안 등을 대상으로 탐색적으로 분석해 보았다. 분석결과는 다음과 같다. 첫째, 법적 예산심의 기간이 길어졌음에도 오히려 정부안에 비해 증액되거나 삭감 폭이 줄어든 것으로 나타났다. 둘째, 우리나라의 국회에서는 대체로 정부안에 비해 예산은 증액에, 기금은 삭감에 주력하고 있는 것으로 나타났다. 셋째, 분석결과는 총액기준으로 보수정당은 삭감에 주력하고 진보정당은 증액에 주력할 것이라는 주장을 어느 정도 뒷받침해주고 있으나, 소득재분배 기능을 담당하는 사회복지 분야의 예산이 진보정당이 다수인 20대 국회에서 매년 삭감되었고, 보수정당이 다수였던 2017년에는 증액된 것으로 나타나, 반드시 당파성이 예산심의 결과에 결정적인 역할을 하고 있지는 않음을 보여주고 있다. 마지막으로, 국토 및 지역개발이나 교통 및 물류분야 등 다른 사업들에 비해서 상대적으로 국회의원들의 편익을 증진시켜줄 것으로 예상되는 분야는 증액된 반면 특정지역에 지원이 되지 않을 것으로 예상되는 과학기술, 국방, 보건, 통신, 통일 외교 등의 분야는 삭감된 것으로 나타나, 국회의원들의 재선에 유리한 예산결정이 이루어진다는 가설을 어느 정도 지지해 주고 있다.

영문 초록

This study analyzed the results of the budget and fund review by the National Assembly of Korea from 2015 to 2018 as to what kind of projects are to be cut and increased. The results are as follows: First, even though the period of deliberation of the legal budget was extended, the budget was increased, or the cutbacks were reduced. Second, in the National Assembly of Korea, the budget was rather increased, where as the fund was cut, compared to the government proposal. Third, in terms of the total amount, the conservative political parties were focusing on cutting down and the progressive political parties supported the increase of budget. However, the budget for social welfare, which is responsible for the redistribution of income, was cut each year by the 20th National Assembly, when the progressive political party was a majority party, and it was increased in 2017 when the conservative political party was a majority party. This suggested that the partisanship did not play a decisive role in the outcome of the budget review. Finally, the areas that are expected to increase the benefits of parliamentarians relative to other projects such as land and regional development, transportation and logistics, have been increased, while science and technology, defense, health, telecommunications, unification, and diplomacy have been reduced. These findings supported the hypothesis that budgetary decisions were made in favor of re-election of members of parliament.
