발달장애인 평생교육 프로그램 운영 방향성에 관한 연구

국문 초록

본 연구는 2017년 5월 30일 본격적으로 시행된 개정 「평생교육법」의 법률 및 시행령의 주요 내용과 장애인 평생교육기관 현황을 살펴봄으로써 발달장애인 평생교육 프로그램의 방향성을 설정하는데 목적이 있다. 이를 위해 개정된 「평생교육법」및 동법 시행령, 제4차 평생교육 진흥 기본계획에 대한 고찰과 국내 발달장애인 평생교육 현황에 대한 문헌 조사를 실시하였다. 특히 장애인 평생교육관련 논문 및 학술지를 참고로 문헌조사를 하였으며, 개정 평생교육법의 주요 내용은 국가법령센터를 활용하였고, 장애인 평생교육기관 현황, 장애인 평생교육 프로그램 분류, 장애인 복지관의 현황파악을 위하여 장애인 평생교육 실태 및 전망(김주영(2016), 장애인 평생교육 프로그램 분류체계 연구(김두영, 2013), 발달장애인 평생교육 지원방안 연구(충청북도 평생교육지원단, 2016)등을 활용하였다. 또한 발달장애인 평생교육센터의 운영 현황을 알아보고 발달장애인 평생프로그램의 방향성을 모색하기 위해 서울시에 있는 발달장애인 평생교육센터 세 곳의 운영현황을 기관설문을 통하여 파악하였다. 그 내용으로 프로그램 현황, 학습자의 현황과, 교사, 강사 현황을 조사하고 분석한 결과2014년 장애인 실태조사와 2014년 특수교육 실태조사에서도 나타나듯이 발달장애성인이 가장 선호하는 프로그램이 문화예술 프로그램인 것은 사실이다. 그러나 한편 기초문해교육이나 직업능력향상교육도 제공받기를 원하는 욕구도 있다. 그럼에도 불구하고 기관마다 문화예술교육이나 인문교양에 편중된 교육프로그램을 제공하고 있는 것은 학습자의 요구에 맞는 교육을 제공한다기 보다는 기관의 편의에 따른 공급의 경향이 있는 것이 아닌가 하는 의구심을 갖게 한다. 본 논고는 제4차 평생교육진흥기본계획의 실행이라는 모든 면에서 기본적인 토대를 만들고 틀을 구축해 나가야 하는 중요한 시점에서 사안이 시급하고 많은 의견들이 제안되고 있는 가운데 발달장애인 평생교육 프로그램 운영에 있어서 우선순위에 대해서 부족하나마 논의해 보고자 하였다.

영문 초록

The purpose of this study is to establish the direction of the lifelong education program for the developmental disabilities by looking at the main contents of the Act and Enforcement Decree of the revised Life Education Act that took effect in earnest on May 30, 2017 and the status of the institutions for lifelong education for the disabled. To this end, the revised Life Education Act and the Enforcement Decree of the same Act, the Fourth Basic Plan for Lifelong Education Promotion, and the Literature Survey on the Status of Lifelong Education for the Developmentally Disabled in Korea were conducted. In particular, the major contents of the revised Lifelong Education Act were used by the National Center for Lifelong Education, the Status and Prospects of Lifelong Education for the Disabled (Kim Joo-young (2016), the Classification System for the Disabled (Kim Doo-young, 2013), and the Research for Lifelong Education for the Disabled (North Chungcheong Provincial Government) for the Lifelong Education. In addition, the operation status of three development-impaired lifelong education centers in Seoul was identified through an institutional survey to find out the operation status of development-impaired lifelong education centers and to explore the direction of development-impaired programs. It is true that the most favored programs for adults with developmental disabilities are cultural and arts programs, as shown in the 2014 survey on the disabled and the 2014 survey on special education. On the other hand, however, there is also a desire to receive basic literacy or vocational training. Nevertheless, each institution s provision of educational programs that are biased toward cultural and arts education or humanities education raises the question of whether it tends to be supplied at the agency s convenience rather than providing education that meets the needs of learners. This thesis seeks to discuss whether there is a lack of priority in the operation of the development-impaired lifelong education program amid urgent issues and many suggestions at a critical time when the basic foundation of the Fourth Basic Plan for Lifelong Education Promotion needs to be established.
