아동수당의 효율적 운영방안에 관한 연구

국문 초록

UN 아동권리협약 제6조에서는 각국의 정부가 아동의 생존과 발달을 최대한 보장해야 함을 규정하고 있다. 아동수당제도가 제대로 기능하기 위해서는 일부 계층의 아동을 대상으로 하기보다는 부모의 능력과 무관하게 모든 아동에게 아동수당이 지급되어야 한다. 아동수당은 아동의 기본적인 생존권과 발달권을 보장하여 올바른 시민으로 성장할 수 있는 기회를 제공할 수 있기 때문에 중요하다. 현재 우리나라 노령인구의 증가추세와 낮은 출산율로 인해 생산 가능인구(15〜64세)의 감소에 영향을 미치고 있는 실정이다. 이는 국가경쟁력에 악영향을 미칠 것이며 또한 노년부양비가 증가하는 가운데 사회보장비용이 점차 증대되고 있어 미래사회에 대한 부담감으로 세대 간의 갈등이 우려되고 있다. 2017년 통계청의 인구동향조사발표에 따르면 2016년 총 출생아 수는 40만 6천 2백 명으로 전년보다 7.3% 감소한 것으로 이는 합계출산율(여성 1명이 평생 낳을 것으로 예상되는 평균 출생아 수)은 1.17명으로 전년(1.24명)보다 0.07명 감소한 것으로 나타났다. 2008년 465.9(1.192), 2010년 470.2(1.226), 2012년 484.6(1.297), 2014년 435.4(1.205), 2016년 406.2(1.17) 순으로 OECD 국가들 중 가장 출산율이 낮았다(통계청, 2017). 출산율이 낮아진 원인 중 여성들의 가치관 변화를 들 수 있는데 이는 여성들이 예전처럼 필수적으로 출산을 할 필요가 없어졌기 때문이고 아직은 우리사회에 존재하고 있는 가부장제로 여성들이 결혼을 연기하거나 출산을 축소하는 선택을 하게 되었다. 또한 다산을 하더라도 사회적 보장 체계가 미흡하기에 출산 기피현상이 두드러지게 나타나고 있다. 이에 정부는 아동 양육을 위한 금전적 부담을 감소시키고자 보육료를 받지 못하는 아동에게 2009년부터 양육수당을 도입하게 되었고 이어 2018년 9월부터 한국에서 최초로 아동수당을 지급하게 되었다. 그러나 아동수당의 도입 초기부터 수혜대상 등 끊임없는 논란이 야기되고 있어 이러한 문제점을 해결하기 위하여 각국의 아동수당의 운영을 고찰하고, 관련된 선행연구들을 검토하여 향후 아동소득지원인 아동수당이 올바르게 운영 될 수 있도록 효율적 운영방안을 제시해 보기로 한다.

영문 초록

Article 6 of the U.N. Convention on the Rights of the Child requires governments of each country to ensure the survival and development of children as much as possible. In order for the child benefit system to function properly, all children should be given child benefits regardless of their parent s ability, rather than targeting some class of children. Child benefits are important because they can guarantee a child s basic right to survival and development, thus providing an opportunity to grow into a proper citizen. Currently, Korea is affecting a decrease in production-ready population (ages 15 to 64) due to the increasing aging population and low birth rates. This will have a negative impact on the nation s competitiveness and the rising cost of social security amid the rising cost of aging has raised concerns about conflicts between generations due to the burden on the future society. The total number of births dropped 7.3 percent from a year earlier to 406,200 in 2016, according to the National Statistical Office s population trend survey report in 2017. Among the OECD countries, 465.9 (1.192), 470.226 in 2010, 484.6 in 2012 (1.297), 435.4 (1.205), and 406.2 (1.17) in 2016(Statistics Board, 2017). Among the reasons for the falling birth rate is a change in women s values, as women are not necessarily having to give birth as they used to. The patriarchal system, which still exists in our society, has forced women to choose to postpone marriage or reduce childbirth. In addition, even if you have a large number of children, you can avoid giving birth due to the lack of a social security system. In order to reduce the financial burden of child rearing, the government introduced child care benefits to children who do not receive child care in 2009, and the first child benefit in Korea from September 2018. However, since the introduction of child allowances, such as those subject to benefits, the government should consider the operation of child allowances in each country to resolve these problems and review the relevant preceding studies to present efficient plans for children s benefits.
