국문 초록

본 연구에서는 토지등록제도 해외진출사업에 대한 현황과 이에 대한 문제점을 도출하고, 이를 기반으로 효율적인 한국 토지등록제도의 해외진출 방안을 모색 제시하고자 하였다. 이를 위해 한국 토지등록제도의 해외진출 현황과 문제점을 분석하였다. 현황은 토지등록, 공간정보, 민관협력 부문으로 구분해 검토하고 이에 대한 문제점을 각 부문별로 도출하였다. 도출된 결과를 기초로 해외진출 사업의 선진화 및 다각화, 공간정보 융 복합 사업모델 개발, 민관협력사업의 확대 방안을 제안하였다. 해외진출 사업의 선진화 및 다각화는 해외진출에 수반되는 사업분야의 연계를 통한 선진화와 다각화를 제안하였다. 공간정보 융 복합 사업모델 개발은 SOC분야 공기업과 전략적 제휴를 통한 동반진출 방안을 제안하였다. 민관협력사업의 확대는 공공분야와 민간분야의 협력관계를 우선적으로 체결하고, 단계별 유 무상 원조 자금을 하며, 마지막 단계에서는 공간정보 사업 실행을 위한 컨설팅 업무로의 진출방안을 제시하였다.

영문 초록

The purpose of this study is to understand the current status and deduct possible issues related to the overseas expansion business of land registration systems, and to suggest an effective plan to do so. In order to achieve this, the current status and possible issues related to the land registration system overseas expansion business was analyzed. Land registration, spatial information and Public-Private Partnership (PPP) were individually analyzed and the issues related to each section were deducted. Based on the results, suggestions were made for the advancement and diversification of the business, the development of a spatial information convergence and ntegration business model and the expansion of PPP. For the advancement and the diversification of the overseas expansion business, an approach utilizing connections in relative business divisions for overseas expansion was suggested. For the development of a spatial information convergence and integration business model, a partnership expansion with a strategic alliance with public businesses in the SOC industry was suggested. For the expansion of PPP business, a plan to first form partnerships between public and private sectors, providing paid or free financial funding on a step by step basis and finally, a plan to advance into consulting services for implementing spatial information business were suggested.
