기본공간정보로서 지적정보의 활용성 향상 방안에 관한 연구

국문 초록

본 연구에서는 기본공간정보로서 지적정보의 활용성을 제고하기 위해 지적정보의 현황을 정확도와 활용성 측면에서 분석하고 사회적 수요와 기술 환경 변화에 따른 시사점, 국외 지적정보 활용 현황에 대한 시사점을 종합하여 필요한 항목을 도출하였다. 현재 지적정보는 도로명주소로의 전환에 따라 토지의 위치표시로 그 역할이 축소된 반면 4차 산업혁명으로 인한 새로운 가치 창출 요구를 받고 있다고 할 수 있고 이러한 상황에서 지적정보의 활용성을 제고할 수 있는 네가지 방안을 제시하였다. 첫째 지적정보의 공간적 품질 척도로서 불일치도를 정의하고, 둘째 현장과 부합도를 높여 불일치도가 개선된 연속지적도를 제공하며, 둘째 연속지적도, 주소기본도, 항공사진, DEM으로 구성된 전자지도 세트를 제공하고, 넷째 크라우드 소싱 데이터의 시각화를 위해 필지를 1,000㎡ 크기로 병합한 지적 격자의 구축 및 제공이 필요하다. 이를 기초로 새로운 지적정보 서비스 모델을 발굴하고 제공하는 서비스를 구축한다면 점진적으로 활용향상을 기대할 수 있으며 이는 지적정보 자체의 품질 개선으로 이어질 수 있을 것이다.

영문 초록

In this study, we analyze the current state of cadastral data in terms of accuracy and availability in order to improve the practical use of cadastre information as national framework data, draw out implications for social demand, implications of technology environment change. At present, cadastral information has been reduced in its role as land location in accordance with the conversion to the road name address, but it is receiving new value creation due to the fourth industrial revolution. In this situation, we proposed four ways to improve the availability of cadastre information. First, increpancy is defined as a spatial quality measure of cadastral information. Second, we provide a continuous cadastral map with improved location accuracy by matching it with the actual topography. Third, we should be providing a set of digital map consisting of a continuous cdmfadastral map, an address map, an aerial photograph, and a DEM. Fourth, to visualize the crowd sourcing data, it is necessary to construct and provide cadastre grid which is merged with 900㎡-1,000㎡ size. Based on this, if we build a service that finds and provides a new cadastral information service model, it can be expected to gradually improve its utilization, which will lead to improvement of the quality of cadastre information itself.
