산재장애인 재취업을 위한 시험고용제(인턴) 도입방안: 장년 인턴 프로그램 참여자 인터뷰를 중심으로

국문 초록

산재보험 재활사업의 궁극적 목표는 최적의 의료, 심리사회, 직업재활 서비스 제공을 통해 산재근로 자들의 원직복귀 또는 재취업을 지원함으로써 이들의 경제적 안정과 사회통합을 지원하는 데에 있다. 이를 위해 이 연구에서는 산재근로자의 재취업 활성화 방안의 하나로 논의 되고 있는 시험고용(인턴) 제도와 관련한 국내외 유사 제도들을 살펴보고, 특히 향후 도입될 산재노동자 시험고용(인턴) 제도와 유사한 장년 인턴 프로그램을 직접 담당한 취업 지원 업체의 실무자들을 대상으로 질적 연구방법(1:1 심층 면담)을 실시하였다. 연구 결과를 살펴보면 첫째, 장년 인턴 프로그램의 초기 고용유지 효과는 높으나 급여지원이 종료된 후 낮아지는 것으로 조사되었다. 둘째, 장년 인턴 근로자들의 경우 과거의 경력에 비해 처우나 보상이 낮은데서 오는 불만족이 존재하는 것으로 나타났다. 셋째, 장년 인턴 프로 그램 참여자의 취업성공 요인으로 근로자 요인과 제도적 요인이 있는 것으로 나타났다. 넷째, 산재장애 인을 위한 시험고용 제도 도입을 위해서 참여자, 제도, 실무자 영역의 역할이 중요한 것으로 나타났다. 이러한 결과를 바탕으로 시험고용(인턴) 제도 도입을 위한 정책적 제언과 한계를 제시하였다.

영문 초록

The ultimate goal of the industrial accident insurance rehabilitation project is to attract workers to their jobs by providing optimal medical, psychological, and vocational rehabilitation services, thereby attracting their economic stability and social integration. In this study, we examine domestic and foreign similar systems related to the trial employment (internship) system, which is discussed as one of the ways to stimulate reemployment of industrial workers. In particular, we examine the similar internship programs Qualitative research methods (1: 1 in-depth interviews) were conducted with practitioners of the job-support companies in charge. The results of this study are as follows: First, the effect of maintaining the initial employment of the internship program is high, but it decreases after the end of the salary support. Second, there is a dissatisfaction among intern workers in the elderly due to low treatment or compensation. Third, it was found that there were workers factors and institutional factors as factors of job success of participants in the senior intern program. Fourth, the roles of participants, institutions, and practitioners are important for introducing the test employment system for the disabled. Based on these results, policy suggestions and limitations for introducing the trial employment (intern) system are presented.
