프레이트 포워더의 보세창고 선정요인에 관한 연구

국문 초록

일반적으로 보세창고에 보관되는 수출입화물은 포워더에 의해 보세창고 운영인에게 위탁된다. 특히 LCL 화물은 특성상 여러 화주의 화물이 컨테이너에 혼재되어 있기 때문에 개별 화주가 보세창고를 선택하는 것이 구조적으로 불가능하여 LCL 화물을 취급하는 포워더가 배정하는 보세창고에 반입하고 있다. 본 연구는 포워더가 보세창고를 선정할 때 고려하는 요인에 대하여 분석하고자 한다. 기존의 연구는 화주가 운송인, 포워더 및 제3자 물류업체를 선정할 때 고려하는 요소에 대한 연구가 주를 이루고 있다. 그러나 본 연구에서 다루고자하는 포워더가 보세창고를 선정하는 요인에 관한 연구는 이루어진 바가 없다. 따라서 본 연구는 포워더와 보세창고 실무자를 조사대상으로 설문을 실시하여 포워더가 보세창고를 선정할 때 고려하는 요인 에 대한 중요도-만족도를 ‘IPA’ 기법을 활용하여 분석을 하였다. 또한 ‘T-검정’을 실시하여 두 집단 간의 인식차이를 분석함으로써 보세창고 운영인의 경영전략을 수립하는 과정에서 시사점을 제공하는데 목적이 있다. 분석결과 선정요인에 대하여 포워더는 만족도 인식이 중요도에 미치지 못 하는 것으로 나타난 반면, 보세창고는 중요도보다 만족도가 높게 나타나 두 집단 간의 선정요인에 대한 인식이 크게 다른 것으로 확인되었다. 또한 포워더와 보세창고의 인식을 모두 반영한 IPA 분석 결과, ‘화물 보관료 및 작업료의 수준’, ‘문제발생 시 대처 능력’, ‘담당자와의 원만한 의사소통’ 항목은 보세창고에서 포워더의 기대를 충족하기 위해 중점적으로 노력할 필요가 있다고 판단된다. 본 연구는 LCL 화물의 수입통관 과정에서 반드시 거치게 되는 보세창고의 주된 이용자인 포워더가 자신이 취급하는 화물의 보관 위탁을 위하여 거래 상대방을 선택할 때 고려하는 요인에 대한 분석을 시도하였다는 점에서 의의가 있다. 그러나 포워더가 보세창고를 선정할 때 보관을 위탁하는 화물에 따라 고려하는 요인이 달라질 수 있다는 점과 일부 LCL 화물 관련 연구에서 주장되는, LCL 화물 취급자 간의 음성적인 리펀드(refund) 관행이 포워더의 보세창고 선정에 영향을 끼치는 요인이 될 수 있다는 점의 한계가 있다.

영문 초록

In general, import and export cargoes stored in bonded warehouses are transferred to bonded warehouse operators by forwarders. In particular, because of the nature of LCL cargo, it is structurally impossible for individual shippers to select a bonded warehouse because the various cargoes are mixed in the container. Therefore, they are brought into bonded warehouses assigned by forwarders handling LCL cargo. The purpose of this study is to analyze factors that the forwarder considering when selecting a bonded warehouse. Existing researcher are focused on the factors that shippers considering when selecting carriers, forwarders, and third party logistics companies. However, there are no studies on the factors that selecting forwarders to select bonded warehouses. Therefore, this study conducted questionnaire surveys on forwarders and practitioners of bonded warehouses, and analyzed the mportance and the satisfaction of the factors considered when selecting forwarders for bonded warehouses using IPA. The purpose of this study is to provide the implications in the process of establishing management strategy of bonded warehouse operators by analyzing the difference of recognition between two groups by conducting ‘T-test’. As a result of the analysis, the forwarders’ perception of satisfaction did not reach significance, while the bonded warehouse showed higher satisfaction than the importance. As a result of the IPA analysis reflecting both the recognition of forwarders and bonded warehouses, items such as ‘the level of cargo storages and handling fees’, ‘coping ability in case of problems’, and ‘good communication with personnel’ are necessary to make efforts on meeting the expectations of forwarders in bonded warehouses. The purpose of this study is to analyze the factors that the forwarders, who are the main users of the bonded warehouses in the process of import customs clearance of LCL cargo, have. However, considering the forwarders’ selection of bonded warehouses, the factors considered may differ depending on the cargo entrusted to the warehouse, and the negative refund practices between LCL cargo handlers, as alleged in some LCL cargo studies. There still is a limitation in that those factors can influences the selection of the warehouse.
