국가능력과 자본가 집단행위 : 박정희정권 하에서 중화학공업투자를 위한 제도변화

국문 초록

이 연구는 국가가 시장에 개입하여 산업조정을 하는 것을 신제도주의 시각으로 분석하였다. 국가제도, 국가와 사회를 연결하는 제도, 국가와 시장을 연결하는 제도는 경제조정에 관련된 정치-경제주체들의 이해관계, 교섭력, 및 이들간의 상호관계에 영향을 크게 미쳤다. 국가경영자의 제도설계에 따른 제도변화가 일어났고, 새로운 제도의 설립은 국가경영자와 대기업간의 이해관계와 권력관계를 형성하였고, 이는 산업전환에 필요한 거래비용을 낮춰서 대기업의 합리적 투자선택을 정부정책에 협조하는 쪽으로 바꿈으로써 자본가 집단행위를 일으켰다. 즉 박정희 권위주의정부는 강제적 집행과 투자유인의 정책수단을 가지고 대기업들이 국가주도 중화학공업추진에 참여하도록 만들었다. 특히 유신체제 하의 박정희정부는 중화학공업에 투자하는 대기업들을 선호하는 방향으로 산업전환에 드는 거래비용을 낮추었다. 낮은 거래비용은 국가경영자의 중화학공업육성 시책에 맞추어서 대기업의 투자대상을 기존의 노동집약적인 경공업으로부터 중화학공업으로 변경시켰다. 이는 또한 대기업가의 투지능력을 크게 향상시켰다. 결국 국가는 강제적 집행과 금융지원을 통해 집단적인 중화학공업투자라는 자본가 집단행위를 일으킬 수 있었다.

영문 초록

This study analyzed the state-led industrial adjustment from the perspective of institutional change. State institutions, institutions between state and society, and institutions between state and market had affected concerned actors interests and hargaining power in the process of industrial transformation. Their institutional changes resulted from the state managers institutional design. This new institution building formed interest and power relationships between the slate and big business firms. which solved capitalist collective action dilemmas by changing big business firms rational investment choice. Park s authoritarian government made big business firms participate in the state led heavy and chemical industrial promotion by relying on policy instruments of coercive enforcement and financial incentives. In particular, Park s government lowered transaction costs for the industrial transformation from the existing labor-intensive light industries to heavy and chemical industries, which enhanced big business firms investment capacities. Finally, the state succeeded in stirring up the state-controlled capitalist collective action of heavy and chemical industrial investment.
