외교정책결정자 심리분석의 유용성 검토 - 1990년대 북핵위기를 둘러싼 한미관계를 중심으로

국문 초록

이 논문은 북한 핵무기 개발 의혹을 둘러싼 한미관계에 대통령의 심리적 요인이 미치는 영향을 구술 자료를 통하여 검증한다. 북한 핵무기 개발을 저지한다는 점에서 한국과 미국은 공동 이해관계를 가졌으나, 1990년대 한미관계에는 한국 대통령의 집권기에 따라 상이하게 진행되었다. 노태우 정부 시기 한미관계에서는 공조가 두드러진 반면 김영삼 정부 시기 한미관계에서는 불협화음이 상대적으로 더 많이 노정되었다. 이런 한미관계의 변화를 설명하는 일반적 접근으로 한국 대통령의 심리적 요인이 많이 거론되고 있다. 이 논문은 북핵 위기와 직접적으로 관련되어 있는 한국 외무장관의 구술과 회고록을 통하여, 대통령의 심리적 요인이 한미관계의 변화를 설명하는 요인인지 여부를 검토한다. 구술 자료와 회고록에 의하면, 한국 대통령의 심리적 요인과 사견이 한미관계를 결정하는 주요인이 아니라는 잠정적 결론에 도달한다. 이 잠정적 결론에 따르면, 최고 결정자의 심리적 요인 혹인 개성은 북핵 위기와 같이 중요한 사안에 대한 외교정책을 수립하고 실행하는데, 중대한 역할을 담당하지 못한다는 함의를 가진다.

영문 초록

This paper examines whether Korean President s psychological factors affected the Korea-USA relationship in dealing with the North Korean nuclear ambition in the 1990 s. Even though both countries had a common goal to deter North Korea from obtaining nuclear weapons, the interstate relationship varied between heated discords and cooperation. The Kim Young Sam administration experienced several severe strains with the USA, while the Roh Tae Woo administration managed the two countries relationship smoothly. Some psychological differences between the two Korean presidents have been regarded as an explanan to the differences in the two countries relationship between the two Korean administrations. This paper compares psychological analyses upon the two Korean presidents with the foreign policy decision-making process based on the oral testimonies from the two Korean presidents, their foreign policy advisors, and three Korean Ministers of Foreign Affairs. This comparison leads to a tentative conclusion that the psychological factors of the two Korean presidents are not good at explaining variations in the Korea-USA relationship. President Roh, who has been regarded as passive, aggressively sought autonomous policies in dealing the North Korean nuclear ambition. Meanwhile, President Kim, who has been considered as assertive and adventurous, followed US leads. This tentative conclusion implies that the situational factors are more important than psychological factors when issues are important.
