1919년 상해 임시정부 수립 과정에 대한 재검토 -임정수립 기념일 논란을 중심으로

국문 초록

이 글에에서 필자는 최근 10여 년간 임시정부수립기념일로 해오던 4월 13일을 4월 11일로 바꾸자는 의견에 대한 비판적 견해를 제시하였다. 4월 11일에 임시의정원이 새롭게 임시정부를 창립한 것이 아니라, 4월 8일 국내의 경성독립단 본부로부터 강대현이 가져온 임시정부안을 개편하였다. 4월 11일이 갖는 역사적 의의는 임시의정원에서 임시정부를 새롭게 수립하였 다는 사실이 아니라, 대한민국 국호를 정하고 임시정부의 위치를 상해로 정한 사실, 특히 임시헌장 10조를 선포한 점에서 찾아야 한다는 점을 강조했다. 특히 임정당국자들 역시 4월 11일에 임시헌장 10조를 제정 선포한 역사적 사실을 중시 하였다. 굳이 임시정부수립기념일을 새롭게 정하려고 한다면, 현행의 4월 13일을 실증적 근거와 기념일로서의 의미가 약한 4월 11일로 바꾸기보다는 1919년 당시 국내외의 광범한 지지를 바탕으로 출범한 통합임시정부의 성립과 출범에 맞춰서 정해야 한다. 그리하여 한성정부가 국민대회를 통하여 선포된 4월 23일, 각원선 출(9월 6일)과 임시헌법개정안의 임시의정원 통과를 대외적으로 선포한 9월 11 일 또는 주요 각원들이 취임식을 거행한 11월 3일 등을 임시정부수립기념일의 대안으로 검토할 수 있을 것이다.

영문 초록

Here we present a view on the idea of changing the anniversary of the establishment of the Korean Provisional Government from April 13th to the 11th. The Provisional Assembly did not form a new provisional government on April 11, but rather reorganized the Provisional Government plan first brought forward by Gang Dae-hyeon - a representative from the headquarters of the Independence Movement Corps in Seoul on April 8, 1919. The historic significance of April 11 stems not from the Provisional Government being established by the Provisional Assembly as it was already organized, but rather as a date when the Assembly determined the name and location (Shanghai) of the Government as well as drafting the Ten Articles of the Provisional Charter. When considering possibly changing the date from the anniversary from the 13th to the 11th, one must discount the importance of the official declaration of the Unified Provisional Government. Official declarations have wide global precedence such as Independence Day (U.S.A.). Close attention should be paid to the exact date of the establishment of the Unified Provisional Government. In this regard, there are better alternatives for the anniversary such as the time when cabinet members were selected (September 6th), the Provisional Constitution was passed (September 11th), and also when key cabinet members were inauguration into the government (November 3rd).
