영국 보수주의 사상의 형성과 진화: ‘변화에 대한 태도’를 중심으로

국문 초록

영국 보수주의의 성공 요인으로는 여러 가지가 지적된다. 그 중 한 가지는 역사적 토대에 관련된 것으로, 영국이 일찍이 의회주의와 입헌주의 전통을 확립하고 교회와 국가를 통합함으로써 변화를 수용할 수 있는 안정된 제도적∙문화적 토대를 마련했다는 점이다. 그리고 다른 중요한 요인들로는 사회를 여러 사회계급들의 조화로운 공존관계로 인식하는 사유방식, 추 상적인 일반이론보다는 구체적인 현실조건에서 최선의 해결책을 도모하고자 하는 실용주의적인 태도 및 시대적인 변화에 직면하여 자기 정체성을 위협할 정도의 과감한 정책까지도 수용했던 리더십 등이 지적된다. 하지만 이 글은 사회정치적 변화를 피할 수 없는 숙명으로 받아들이면서 그 변화에 능동적으로 적응하고자 했던 유연한 태도야말로 영국 보수주의를 성공 으로 이끈 가장 중요한 근본 요인이었다고 보고, 그런 유연한 적응의 노력이 보수주의 사상사를 통해 얼마나 일관되게 반영되고 있는가를 역사적으로 개관함으로써 영국 보수주의 사상사를 재구성한다. 그리고 이에 덧붙여 프랑스 혁명부터 디즈레일리 시대에 걸쳐 확립된 영국 보수당 내의 두 가지 사상적 조류—정치경제학적 수요/공급을 강조한 자유방임주의 대 서민 층에 대한 온정주의적 개입을 강조하는 온정주의적 보수주의—의 긴장적 공존의 전통이 사회정치적 변화에 대한 보수당의 성공적 적응을 뒷받침했던 사상적 자원이었다는 것을 부각시키고자 한다.

영문 초록

It is frequently pointed out that British conservatism has been successful due to various factors. One of them is related to historical foundations, which can be roughly summarized as that Britain had prepared itself with a very stable institutional and cultural platform on the basis of which it could accommodate social and political changes whatsoever, by both establishing a constitutional form of government and integrating church and state. And another important factors, which are frequently mentioned, are as follows: a special way of thinking that society is (or should be) a harmonious whole consisting of various social classes, a pragmatic attitude trying to grope for possible practicable solutions in given contexts rather than trying to suggest abstract general theories, and determined leaderships by means of which the Conservative Party could even accommodate very radical policies that could threaten its selfidentity in the face of great changes of the day. This paper, however, tries to put special emphasis on its peculiar flexible attitude toward social and political changes, as the most important success factor. It is also argued that the peculiar flexible attitude of British conservatism is closely related its fatalistic attitude toward changes. On the basis of these assumptions, this paper tries to reformulate the successful history of British conservatism from Restoration Age to the present. And on top of that, it is argued that the internal conflicting relationship between factions in support of laissez faire policies and factions in support of philanthropic paternalism has been playing a very crucial role for its historical success.
