한국외교정책의 과제와 NGO를 통한 대안적 외교패러다임

국문 초록

세계화는 비정부행위자의 역할과 가능성을 중요하게 만들었다. 국가-사 회구조에 대한 연구는 중요해졌으며, 국가와 비정부행위자 간 관계에 대한 관심 또한 높아졌다. 외교패러다임에 대한 논의도 여기에 포함된다. 특히 국가들 간 불평등한 관계가 국내의 사회구조에 영향을 미치는 이상, 전통적인 국가중심적 관점은 현대사회에서 국내의 사회구조를 통제하기 위한 방법론을 구성하는데 유효하기 어려워지고 있다. 국가의 외교정책은 국내의 사회적 자본을 바탕으로 입안, 계획, 실행, 평가, 수정된다. 그리고 외교정책은 새로운 외교적 자원을 개발함으로써 국가의 이해관계를 유지하며, 국내의 사회적 자본을 둘러싼 생산-재생산구조 또한 유지시킬 수 있어야 한다. 그러나 국가들은 국제관계에서 전통적인 안보이슈로 인해 소모된 외교적 자원을 쉽게 보충하지 못하며, 현대사 회가 발전하더라도 강대국의 외교로부터 자유로워지지 않고 있다. 더욱이, 국가들 간 불평등한 관계는 외교정책에서 글로벌 거버넌스를 형성하는데 장애가 되고 있다. 국가들 간의 경쟁은 전통적인 국가중심적 국제관계에서 국가의 안전과 이해관계를 유지하기 위해 외교적 자원을 생산 및 소모시킨다. 이에 맞추어, 국가는 대외외교력을 유지하기 위해 항상 새로운 외교적 자원을 개발해야 하는 입장에 놓여 있다. 그러나 국가들 간의 경쟁은 국제관계에서 해소하기 어려운 과제이며, 탈(脫)안보이슈 또한 포함해야 한다는 점에서 외 교패러다임의 미래상(像)을 갈수록 예측하기 어렵게 만들고 있다. 외교정책론이 새로운 외교적 자원을 개발하기 위해 새롭게 외교패러다임을 구성해야할 이유가 여기에 있다. 외교적 자원의 효율적인 관리를 위한 다국적 네트워크는 국가와 비정부행위자를 모두 포함함으로써 발생할 수 있다. 그리고 NGO-국가-INGO 구조를 형성하기 위해, 국내의 NGO와 INGO가 국가를 중심으로 상호 간에 소통하는 관계를 형상화하고, INGO가 국가를 통해 국내의 NGO에 접근할 수 있는 방법론을 논의해야 한다. 따라서 한국은 비정부행위자를 분 석하는 NGO연구로부터 탈(脫)안보이슈에 따른 외교적 자원을 개발하고, 비정부행위자를 통해 새로운 외교채널을 구성할 수 있는 대안적 외교패러다임을 논의해야 한다.

영문 초록

Recently, foreign policies of nation-states are suffering from the shortage of diplomatic resources. It happens as a result of globalization. In general, globalization brings on diversities in various sectors. And, these diversities are to be new changes in sectors of policy, market, culture, and so on. Also, the new changes makes various political conditions for adjusting new global order. Nation-states serve divergent answers up for that. However, it is not enough to understand contemporary situations. Nation-states should recognize what globalization causes qualitative changes of foreign policies. The new changes has a vague influence on unequal relations between nation-states, participations and agreements for making global governance, strategies for sustainable development, and so on. It is obvious that the new changes exposes limits as to what usual foreign policies can t deserve. Thus, nation-states should extend the range of foreign policy and search new diplomatic resources. Finding new possibilities on foreign policies incurs new approaches about foreign policies. But new approaches for making more effective solutions can have problems. Because new approaches can come into conflict with traditional foreign relations and geopolitical views. In these conditions, Korea should find new diplomacy-paradigm for being able to make new international relations between nation-states. The possibility of making new approaches is depended on making new diplomatic resources. Members of contemporary society should focus on non-state actors. Because non-state actors can make the key for new social contracts. Non-state actors can transcend nation-state s boundaries and be used as new diplomatic resources for nation-states. In result, Korea should make new approaches on foreign policies through including non-state actors. ‘Triangle’ paradigm in this article will be a good answer.
