봉사자 경험 분석을 통한 해외 새마을 봉사단활동의 한계와 개선방안

국문 초록

이 연구는 해외 새마을운동 시범마을 조성사업에 참여한 봉사참여자들을 대상으로 그들의 경험과 의미를 분석하여 해외 새마을봉사단 활동의 개선방안을 모색하는데 목적이 있다. 연구참여자는 베트남 북부 지역에 있는 T마을에 파견되었던 새마을봉사자8명이며, 한국과 베트남측 사업담당자들이 보조 정보제공자로 참여하였다. 자료조사는 귀납적 연구방법을 활용하여 심층면담과 현지조사로 이루어졌다. 연구결과는 크게 세가지 측면, 9가지 세부주제로 도출되었다. 첫째, 봉사자 개인적 측면에서 참여동기와 봉사활동적응, 사회문화적 차이, 세대 간 차이 경험의 문제이며, 둘째, 새마을 시범마을 사업진행 측면에서 새마을봉사의 보람과 회의, 새마을 현지화를 위한 전문성에 대한 고민, 의사소통의 문제로 나타났다. 마지막으로 새마을리더 봉사단 관리 및 지원 체계 측면에서 봉사단 생활 현안과 팀제 운영방식, 봉사단 교육의 문제를 확인할 수 있었다. 이 연구를 통해 해외 새마을운동 시범마을 조성사업에서 봉사활동 활성화를 위해 봉사단 교육 강화를 통한 전문성 제고, 봉사단 지원체계 강화, 봉사자 역할 명확화, 시니어-유스 봉사단원으로 구성된 팀제 운영방식의 효율성 강화 등의 노력이 필요함을 확인하였다.

영문 초록

This research aims at exploring improvements for Saemaul volunteers to do overseas activities by analyzing their experiences of participating in an overseas Saemaul Undong pilot village construction project and its meaning. 8 Saemaul volunteers who were seconded to T village located in the northern part of Vietnam took part in this research. The program managers in charge of the project from Korea and Vietnam were subsidiary information providers. For this research, Inductive Reasoning is adopted for intensive interview and site survey. The research outcomes could be categorized into 3 aspects at a high level and 9 detailed subjects. First, in terms of volunteers’ personal aspects, this research figures out the motivation of participation, adaptation to voluntary activities, socio-cultural differences and experiencing generational differences. Second, in terms of conducting Saemaul pilot village project, rewarding or skepticism on Saemaul voluntary activities, concerns on professionalism to localize Saemaul Undong and communication issues are identified. Lastly, in terms of managing Saemaul volunteers and its supporting system, this research could recognize pending issues regarding the life of volunteers as well as problems of team-based operation method and of educating Saemaul volunteers. To promote voluntary activities in the overseas Saemaul Undong pilot village construction project, this research verified the necessity of making strenuous efforts in upgrading expertise by strengthening an education for volunteers, enhancing the volunteer support system, clarifying the role of volunteers and reinforcing efficiency in team-based operational method that consists of senior and youth volunteers.
