국문 초록

주민자치를 기반으로 하는 자치분권의 핵심요소는 현재 정부 차원에서 추진되고 있는 주민자치위원회와 주민자치회이다. 본 연구에서는 주민자치조직으로 주민자치위원회 및 주민자치회의 운영 실태를 파악한다. 주민자치위원들의 의식조사에 기초하여 향후 자치분권에 부응할 수 있도록 역량을 강화하고 활성화 할 수 있는 전략을 수립하는데 목적을 두고 있다. 이에 주민자치조직의 운영 실태를 파악하기 위하여 춘천시 주민자치위원들을 대상으로 조직의 구성과 운영 부분을 조사하였다. 지방자치의 활성화와 주민자치의 중요성이 강화됨에 따라 현장 주민들이 직접 참여하여 서비스의 질을 높이고, 주민자치조직은 자율성과 투명성 및 책임성을 확보한다고 볼 때, 주어진 기능을 독자적으로 실행할 수 있는 주체가 되어야 할 것이다.

영문 초록

An important element of the autonomy decentralization based on the residents autonomy is the residents ‘self-government committee and the residents’ self-government association which are now being promoted in government dimension. In this research, it is a residents autonomous organization, to grasp the actual situation of the residents ‘self-government committee and residents’ self-governing association. Based on the consciousness survey of residents self-governing committee members, we aim to formulate a strategy that can strengthen and revitalize our abilities to cope with future autonomy decentralization. In order to grasp the actual situation of the residents autonomous organizations management, we studied the composition and action parts of the organization for Chuncheon City residents autonomous committee members. By strengthening the importance of local autonomy and residents autonomy, people of the site will participate directly, improve the quality of the service and see residents autonomous organizations to secure autonomy, transparency and responsibility, There must be an entity that can perform the given function independently.
