국문 초록

한국은 2018년 기준 국내 체류외국인이 약 229만 명으로, 2020년에는 300만 명에 이를 것으로 예상되고 있다. 이러한 현상은 국내에 여러 사회적 갈등을 야기하고 있는데 사회통 합에 대한 사회적 관심이 집중되고 있다. 법무부와 여성가족부는 다양한 정책을 제시하고 있지만, 단순한 지원정책만으로는 서로 다른 인종과 문화 간의 갈등을 해소하기에는 한계가 있었다. 정부는 사회통합을 위해 다문화주의모형을 추구하고 있지만, 현재 집행되고 있는 정책내용은 차별적 배제모형이 가미된 동화모형의 접근으로 간주될 수 있다. 이러한 정책 환경에서 본 연구는 한국 다문화사회의 사회통합을 이루는 핵심요소인 반부패 시민성과 사회적 자본의 증진방안을 강조하였다. 동화모형과 배제모형의 정책보다는 내국민과 이주민 간의 갈등의 해소와 사회통합을 추진하기 위한 다문화주의 모형의 정책들이 필요하다.

영문 초록

The resident aliens in Korea are about 2.29 million in June 2018, which is expected to reach three million in 2020. Social interest and attention in terms of social integration for solving various social conflicts of the resident aliens in Korea is focused. The Department of Justice and the Ministry of Gender Equality and Family have implemented various policies, which reveal the problems and limitations of the policy in order to solve the conflict and struggle between the different races and cultures. As a matter of fact, the government is officially seeking the model of multiculturalism for social integration, but the content of current enforced policy may be perceived as the assimilation model with the discriminatory exclusion model. Ultimately, this study emphasizes its policy implications to resolve the social problems through the development of anti-corruption citizenship and social capital as the key factor of social integration in the multicultural society of Korea. The policy of multiculturalism rather than the policy of assimilation model and discriminatory exclusion model is necessary to resolve conflicts and to promote social integration between immigrants and domestic people.
