국문 초록

현재 진행되고 있는 급격한 기술진보는 다양한 분야에서 변화를 이끌어 갈 창의적 선구자들과, 이들이 이끌어 갈 새로운 변화에 대한 적응력을 갖춘 인재를 양성하는 교육을 요구하고 있다. 여기에 우리나라의 고등교육은 대학 진학 증가율 증가에 상응하지 못하는 좋은 일자리 부족과 고등교육과 직업세계 간 미스매치의 문제에 직면하고 있다. 본 논문에서는 이렇게 기존에 해결해야 할 문제가 적지 않은 가운데 새로운 변화들에 대응해야 하는 상황에서 우리 고등교육에는 어떤 변화가 필요하며, 그런 변화를 어떤 방식으로 이끌어 가야 할지에 대해 논의한다. 무엇보다 대학이 자율적으로 연구중심, 교육중심, 산학협동 중심 모형 중에서 기관의 특성에 적합한 선택을 하되, 정부는 연구중심과 교양교육중심대학에 대한 평가나 지원은 원칙적으로 하지 않으며 산학연계 고등교육 기관 모형이 잘 정착할 수 있도록 다양한 재정지원 방식을 모색하는 정책제안을 하고 있다.

영문 초록

The unprecedently fast technological change requires that the higher education foster more creative individuals that leads technological progress. At the same time, the higher education has the responsibility to provides the general public with ability to adapt to the changing environment, overcoming the mismatch between the education and the labor market. This paper discusses the desirable changes in the Korean higher education, and the possible government role in helping the voluntary reforms in the side of higher educational institutions. The higher educational institutions should be clear in setting their own identity as one of three types, namely the research-base, the liberal art, and the vocation-industry-centered school. The government subsidy should be centered on the individual student and researcher, while the subsidy for the institution should be centered on the vocationindustry- schools so that institutions experiment various new ways overcoming mismatch problems.
