국문 초록

본 연구는 경찰의 대테러 활동 강화 전략수립방안을 목적으로 경찰의 대테러 전략기획 및 정책을 도출하는데 그 목적이 있다. 이를 위해 외국경찰의 대테러전략 및 현재 일선 경찰의 대테러관련 업무검토를 통해 우리나라에서 발생 가능한 테러사건에 대한 내ㆍ외부 환경을 분석하고, 관련 조직ㆍ법률의 보완체계를 제안하고자 한다. 실제 경찰은 최 일선에서 국민들과 접하는 법집행기관으로서의 역할을 수행하기 때문에 국민들의 대테러 체감지수에 상당한 영향을 미칠 수밖에 없다. 따라서 효율적인 대테러 경찰활동 수행을 위해 경찰의 대테러활동 강화를 위한 방안은 새롭게 부각되는 안보위협 등 국내외 안보환경의 변화에 부응하여 신축성 있게 마련되어야 한다. 본 연구결과는 중ㆍ단기적 차원에서 경찰의 테러예방 및 대국민 홍보활동과 관련하여 소기의 성과를 가져오기를 기대한다.

영문 초록

The purpose of this study is to develop policies and policies for counterterrorism strategies of police through analyzing the work and interviewing field workers on the basis of the police strategy for enhancing the counterterrorism activities of the police (local police agencies), police stations, police commandos, It has its purpose. The results of this study are expected to bring about some achievements related to the prevention of terrorism and public relations activities of police in the middle and short term. We also analyze the internal and external environment of possible terrorist incidents in Korea through the identification of the counter-terrorism related work of the front line police, and propose a complementary system of related organizations and laws. Actually, the police have a significant influence on the anti-terrorism index of the people by performing their role as the law enforcement agency that touches the people at the frontline. Therefore, in order to carry out effective counter-terrorism police activities, police counter-terrorism information system should be prepared flexibly in response to changes in domestic and overseas security environment, such as emerging security threats.
