외로운 늑대형의 국내테러에 관한 연구

국문 초록

국내테러는 외국 테러와 다르다. 국내테러 행위는 외국인의 연계가 없는 고립된 늑대 유형의 국내 거주자들에 의해 종종 저질러지기 때문이다. 많은 국가들은 9·11 테러 이후 외국테러에 대응하기 위한 대테러 정책 개발에 주력해 왔으며 그 결과로 국내테러 위협이 덜 주목 받고 있다. 하지만 최근의 워마드(Womad) 사건은 한국사회에서 국내테러리즘의 현실적 위협성을 분명하게 보여주고 있다. 또한 한국사회가 보다 다원적으로 변화되면서 사회에서 소외된 개인들이 불특정 다수에 대한 공격이나 증오의 표출 등의 이유로 표현적 테러의 감행 가능성, 그리고 인터넷 확산에 따른 사이버 테러 가능성도 높아지고 있으며, 이런 가운데 국내에서 외로운 늑대형의 테러와 자생테러 가능성은 더욱 증가될 전망이다. 국내테러 위협을 파악하고 적절한 정책을 수립하기 위해서는 국내테러를 이해하는 것이 필요하다. 이에따라 본 연구는 국내테러의 정의 및 핵심 특성을 이론적으로 분석함으로써 국내테러에 대한 개념적 이해를 제고하고, 국내 테러리즘에 대한 동향 분석을 통해 국내 자생적 테러에 대한 대응방안을 제시한다.

영문 초록

Domestic terrorism is different from foreign terrorism, for domestic terror acts are often committed by lone wolf-type domestic residents without foreign direction involved. Many countries have predominantly focused on developing counterterrorism policies in response to foreign terror attacks highlighted from 9ㆍ11 onward, with domestic terror threats receiving less attention as a result. The recent Womad case, for instance, clearly indicates the potential seriousness of domestic terrorism within an increasingly diversifying South Korean population. In addition, the possibility of lonely wolf-type terror and homegrown terror in Korea is expected to increase further, as South Korea shifts into a pluralistic society. Individuals who are alienated from society are more likely to engage in expressive terrorism due to attacks on unspecified persons or the manifestation of hatred. And the possibility of cyber terrorism due to the spread of internet is also increasing. To identify domestic terrorist threats and establish appropriate policies in response, it is therefore necessary to better understand domestic terrorism in its entirety first. To this end, this study analyzes the definition of domestic terrorism and its core properties in order to enhance the conceptual understanding of domestic terrorism, and suggests the countermeasure policies on homegrown terror based on the trend analysis of domestic terrorism.
