대민 전자정부 서비스(G2C) 제공에 영향을 미치는 요인에 관한 연구: 카자흐스탄 사례

국문 초록

이 실증연구는 카자흐스탄 시민들이 대민 전자정부(Government-to-Citizens) 서비스를 사용하며 형성하는 인식과 평가에 영향을 미치는 요인을 탐구한다. 시민들의 웹 포털서비스 이용에 영향을 미치는 요인에 대한 이해는 전자정부 연구자 및 개발자가 더 효과적인 공공서비스 전달을 설계하는데 유용할 것이다. 기술 수용 모델(Technology Acceptance Model)과 개선된 된 DeLone․McLean의 정보시스템 성공 모델에 기반하여, G2C 포털에 대한 시민들의 인식과 평가를 조사하기 위한 모델을 제시하고, 연구가설을 검증하기 위해 총 225명의 G2C 포털 사용자에 대한 설문조사를 실시하였다. 그 결과, 서비스 품질이 사용 용이성 인식과 시민들의 만족도를 결정하는 주요 요인임이 밝혀졌다. 또한, 사용 용이성 인식과 만족도는 웹 포털의 재사용의도에 직접적인 영향을 미쳤는데, 특히 사용 용이성 인식은 재사용 의도를 가장 정확하게 예측할 수 있는 요인이었다. 재사용 의도와 시민들의 만족도는 G2C 포털을 다른 사람에게 추천할 의도와 정적인 상관관계가 있었다. 한편, 포털의 시스템 품질과 정보 품질은 재사용의도와 만족도에 간접적인 영향만을 미쳤고, 유용성 인식은 큰 영향을 미치지 않았다. 이러한 결과의 이유와 의미에 대해 논의한다.

영문 초록

This empirical study investigates the factors influencing the perception of Kazakhstan citizens regarding the use of Government-to-Citizens services. A better understanding of factors that affect the use of e-services could help e-government researchers and developers to advance the effective delivery of public services to citizens. Underpinned by the Technology Acceptance Model and the modified DeLone & McLean Information Systems Success Model, a conceptual framework was developed to investigate the citizens’ perception and assessment toward the G2C web portal. 225 users of the portal site have been surveyed to validate the proposed research model and hypotheses. The results indicate that service quality was substantial in determining the perceived ease of use and citizens’ satisfaction about the e-services portal and in turn, the perceived ease of use and citizens’ satisfaction had direct effects on their intention to reuse the site. The analysis also reveals that the intention to reuse and citizens’ satisfaction are antecedents of their intention to recommend the portal to others. However, perceived usefulness turned out to have only indirect effects on the intention to reuse and recommend to others. Reasons and implications of these findings are discussed in detail.
